On October 14, the National Development and Reform Commission issued the "Special Management Measures for Central Budget Investment in Energy Conservation and Carbon Reduction." The measures mention energy conservation and carbon reduction projects in key industries. Support is provided for energy conservation and carbon reduction transformations in key industries such as electricity, steel, non-ferrous metals, building materials, petrochemicals, chemicals, and machinery. Support is also given for energy conservation and carbon reduction transformations that are systematically deployed and implemented on a large scale in industrial parks and industrial clusters. Additionally, support is offered for energy conservation and carbon reduction transformations in infrastructure such as heating and computing power. The measures mention clean substitution projects for coal consumption, supporting low-carbon transformations of coal-fired power units and coal chemical projects. Furthermore, support is provided for industries such as food, tobacco, textiles, paper, and dyeing to implement clean energy substitution for coal-fired boilers and industrial kilns. Support is also available for urban and rural residents to use geothermal energy and biomass energy for heating.

    Russia considers ban on aromatic hydrocarbon exports
      On August 18, according to foreign media reports, the Russian newspaper "Vedomosti" cited unnamed sources as saying that the Russian government is considering a potential export ban on aromatic products such as benzene, phenol, toluene, and xylene. A working group began discussions on this issue in mid-August, but no specific decision has been reached due to disagreements among parties regarding benzene and phenol. Various ministries will solicit opinions from market participants before further consultations. The discussions are taking place against the backdrop of reduced aromatic production due to refinery maintenance, while fuel production has increased its consumption of aromatics. Aromatics can be used as octane boosters for gasoline and as petrochemical feedstock; refining companies can shift more naphtha components toward fuel production instead of selling them to petrochemical buyers. Some Russian refineries are currently permitted to produce Euro 2 and Euro 3 standard fuels, which can have higher aromatic content than Euro 5 gasoline.
