United States Initiates Third Anti-Dumping Sunset Review Investigation on Polyester Film

On August 1, 2025, the U.S. Department of Commerce announced the initiation of the third sunset review of anti-dumping duties on Polyethylene Terephthalate Film, Sheet, and Strip imported from China and the UAE. At the same time, the U.S. International Trade Commission (ITC) initiated the third sunset review of industrial injury related to the anti-dumping duties on such imports from China and the UAE. This review will assess whether the revocation of existing anti-dumping measures would likely lead to the continuation or recurrence of material injury to the U.S. domestic industry within a reasonably foreseeable time. Interested parties must register their participation with the U.S. Department of Commerce within 10 days from the date of this announcement. Interested parties are required to submit their responses to the U.S. International Trade Commission by September 2, 2025, and must submit comments on the adequacy of these responses to the U.S. International Trade Commission by October 10, 2025.

On October 26, 2007, the U.S. Department of Commerce initiated an anti-dumping investigation on polyester film imported from China, Brazil, Thailand, and the United Arab Emirates. On November 10, 2008, the United States officially imposed anti-dumping duties on polyester film imported from China and the United Arab Emirates. Following the affirmative final determination in the first sunset review of the anti-dumping measures on the aforementioned products, the United States extended the anti-dumping duties on these products for the first time on February 6, 2015. On January 2, 2020, the U.S. Department of Commerce initiated the second sunset review investigation of the anti-dumping duties on polyester film imported from China and the United Arab Emirates. On May 6, 2020, the U.S. Department of Commerce issued the final results of the second expedited sunset review, affirming the continuation of the anti-dumping duties on polyester film imported from China and the United Arab Emirates.
