Hainan Announces the 2024 Annual Supervisory Inspection Results for the Quality of Fully Biodegradable Plastic Products in the Production Sector

In 2024, the Hainan Provincial Market Supervision Administration conducted a supervision and inspection of fully biodegradable plastic products in the production sector across the province. This inspection covered 52 batches of products, and after testing, 8 batches were found to be non-compliant, with a non-conformity rate of 15.38%.

The non-conforming products found in this inspection will be handed over to the local market supervision departments where the inspected entities and the labeled manufacturers are located for legal handling.

This supervision and inspection was based on the requirements of GB/T 28018-2011, GB/T 33798-2017, GB/T 38082-2019, GB/T 18006.3-2020, GB 4806.7-2016, GB 4806.7-2023, DB46/T 505-2020, Q/HNCH 001-2022, Q/YCSY 1-2020, Q/DWYY 4-2020, Q/SGXCL 4-2022, Q/HKCJM 05-2024 and other standards, and the following items were tested:

Biodegradable shopping bags: dimensional deviation, sensory, lifting test, drop test, water leakage, seal strength, dart impact, lead, chromium, cadmium, heavy metals, potassium permanganate consumption, total migration, compositional analysis.

Biodegradable continuous roll bags: dimensional deviation, sensory, tensile load, nominal strain at break, straight tear load, drop test, resistance to leakage, heat seal strength, dart impact, lead, chromium, cadmium, compositional analysis.

Biodegradable garbage bags: size deviation, sensory, anti-leakage performance, drop performance, lead, chromium, cadmium, component analysis.

Biodegradable tableware: sensory requirements, volume deviation, leakage performance, load-bearing performance, compressive strength, drop performance, lead, chromium, cadmium, volatile solid content, heavy metals, potassium permanganate consumption, total migration, component analysis.

This random inspection found 8 batches that did not meet the standard requirements, involving non-conforming items: dimensional deviation, dart impact, lifting test, specification size (length deviation).

Size deviation nonconformity is manifested as smaller thickness and length, mainly due to unreasonable production processes of the manufacturing enterprises, failure to cut and seal the bags according to the specified dimensions. Smaller thickness and length can affect the actual filling capacity, failing to achieve the expected volume, thus infringing on consumer interests.

The lifting test mainly evaluates the strength of the handle and the bag body during the lifting process. The main reasons for failure are unreasonable raw material formulation or improper production process control, resulting in low bag body strength or excessive brittleness. This is mainly manifested by the handle or bag body breaking when the bag, filled with items, is lifted, leading to the contents falling out and being damaged.

Dart impact assessment is the main indicator for evaluating the toughness or fracture resistance of packaging bags. The primary reasons for non-conformity are unreasonable raw material formulations or improper production process control, leading to low bag body strength or excessive brittleness. This mainly manifests as uneven strength in various parts of the film bag or a thin bag body. When loaded with the nominal weight of items, it is prone to rupture, causing the contents to fall and be damaged, and in severe cases, may even injure consumers.

Specification size (length deviation) nonconformity is manifested as a shorter length, primarily due to unreasonable production processes by the manufacturing enterprise and failure to cut according to specified dimensions. A shorter length affects the actual suction depth of the straw, failing to achieve the expected usage effect and infringing upon consumer interests.
