The inauguration ceremony of Fujian Zhong-Arab Refining and Petrochemical Co., Ltd. was held in Xiamen on September 7. Zhou Zuyi, Secretary of the Provincial Party Committee and Director of the Standing Committee of the Provincial People's Congress, Hou Qijun, Chairman of the China Petrochemical Corporation, and Mohammed Al Qahtani, President of Downstream Business of Saudi Aramco, attended and delivered speeches. Zhao Long, Deputy Secretary of the Provincial Party Committee and Governor, attended the event.

Zhou Zuyi, on behalf of the Provincial Party Committee and the Provincial Government, extended congratulations on the establishment of Fujian Zhongsha Refining and Chemical Co., Ltd., and expressed gratitude to all sectors for their long-term care and support for the construction of the second phase of the Gulei Refining and Chemical Integration Project. Zhou Zuyi stated that President Xi Jinping attaches great importance to China-Saudi industrial cooperation. During his visit to Fujian last year, he hoped that Fujian would deeply integrate into the high-quality joint efforts to build the "Belt and Road Initiative," injecting strong momentum into the pragmatic cooperation between Fujian and Saudi Arabia. The second phase of the Gulei Refining and Chemical Integration Project is jointly constructed by Fujian Province, Sinopec, and Saudi Aramco. The official establishment of the project's joint venture company marks another important milestone in the construction of the cooperative project. We will continue to deepen comprehensive cooperation with all parties involved in the project, promote high-standard project construction, strengthen element guarantees, ensure project quality, and strive to create a safe, reliable, clean, and environmentally friendly quality project. We will advance the high-level development of the park, jointly carry out investment promotion, and drive the clustering development of more related enterprises, striving to develop a world-class high-end, intelligent, and green petrochemical base. We will vigorously promote industrial upgrading, leverage respective advantages, deepen pragmatic cooperation in industrial chain development, technological innovation, and talent cultivation, and write a new chapter of mutually beneficial and win-win development.

Hou Qijun stated that over the years, the cooperation between Sinopec, Fujian Province, and Saudi Aramco has continuously deepened and achieved fruitful results, setting an example of enterprise-local cooperation and international cooperation. The establishment of Fujian Zhongsha Petrochemical Co., Ltd. is another important achievement of the tripartite cooperation, marking a critical step forward for the Gulei Phase II project. Sinopec will thoroughly implement the important speech of President Xi Jinping during his visit to Fujian, fully leverage its own advantages, and provide full support and strong assurance for the operation management and project construction of Fujian Zhongsha Petrochemical Co., Ltd. It is hoped that all parties will take this unveiling as a new starting point, work sincerely and with a common direction, and unswervingly promote the high-end, intelligent, and green development of the Gulei Phase II project. Together, we aim to make the project a landmark project of high-quality Belt and Road Initiative construction, assist Fujian in building a trillion-dollar pillar petrochemical industry, and promote the establishment of a more comprehensive new pattern of China-Saudi energy cooperation.
