On March 17, the Maoming Ecological Environment Bureau issued an announcement, proposing to approve and publicize the environmental impact assessment document for the polypropylene quality improvement project of Donghua Energy (Maoming) Alkane Resources Comprehensive Utilization Project.

Donghua Energy (Maoming) Co., Ltd. commissioned Shenzhen Hanyu Environmental Technology Co., Ltd. to complete the "Environmental Impact Report for Phase I (I) of the Alkane Resource Comprehensive Utilization Project of Donghua Energy (Maoming)" in April 2021. On May 26, 2021, it obtained the environmental impact assessment approval (No. 7 [2021] of Maoming Ecological Environment Bureau), which approved one 600,000 t/a propane dehydrogenation unit, one 400,000 t/a polypropylene unit, and one 200,000 t/a ammonia synthesis unit, along with the construction of utility and auxiliary facilities. The construction of Phase I (I) began in June 2021, was completed and put into operation in May 2024, and the self-conducted environmental protection completion acceptance was completed on August 29, 2024.

Based on market demand, the construction unit plans to add an investment of 100 million yuan to implement the "Donghua Energy (Maoming) Alkane Resource Comprehensive Utilization Project Polypropylene Quality Improvement Project" (hereinafter referred to as "this technical renovation project") on the basis of the first phase (I) of the Donghua Energy (Maoming) Alkane Resource Comprehensive Utilization Project. The location is in the Guangdong Maoming Binhai New Area Green Chemical and Hydrogen Energy Industrial Park, Maoming City Binhai New Area. The construction content includes adding 4 250m³ ethylene storage tanks, 1 20,000m³ atmospheric liquid ammonia storage tank, 2 3,000m³ liquid ammonia spherical tanks, and the corresponding loading and unloading systems. At the same time, 1 100m³ methane tank will be adjusted to a 60m³ methane tank, 1 100m³ ethylene tank will be adjusted to a 60m³ ethylene tank, and 1 26.4m³ dilute ammonia water (20%) receiver will be adjusted to a 300m³ dilute ammonia water (20%). The polypropylene unit will add an ethylene refining unit and corresponding equipment and pipelines, and adjustments will be made to some facilities and equipment of the existing propane dehydrogenation unit, polypropylene unit, and synthetic ammonia unit. After the technical renovation, the capacity of the polypropylene unit will change from 400,000 t/a homopolymer polypropylene to 350,000 t/a homopolymer polypropylene and 50,000 t/a random copolymer polypropylene; the capacity of the synthetic ammonia unit will change from 130,000 t/a liquid ammonia to 127,900 t/a liquid ammonia and 1,200 t/a dilute ammonia water (20%); the capacity of the propane dehydrogenation unit will change from 600,000 t/a propylene, 23,600 t/a hydrogen, 81,400 t/a fuel gas, and 13,100 t/a C4 reconstituted components to 600,000 t/a propylene, 22,800 t/a hydrogen, 81,400 t/a fuel gas, and 13,100 t/a C4. That is, the capacity after the technical renovation of Phase I (I) will be 350,000 t/a homopolymer polypropylene, 50,000 t/a random copolymer polypropylene, 127,900 t/a liquid ammonia, 1,200 t/a dilute ammonia water (20%), 600,000 t/a propylene, 22,800 t/a hydrogen, 81,400 t/a fuel gas, and 13,100 t/a C4. The specific changes in capacity and storage capacity are shown in the table.
