Building a Global High-End Fluorochemical Industry Chain, Changlu New Materials Phase II Project Begins Construction
On March 27, the second phase of the Changlu New Materials fluorine-containing organic materials industrialization project (referred to as the Changlu New Materials Phase II Project), with a total investment of 500 million yuan, an additional production capacity of 2,072 tons/year, and an output value exceeding 400 million yuan, commenced construction in the Tianjin Nangang Industrial Zone.

Leaders from Tianjin and Binhai New Area, heads of Tianjin Bohua Group, and representatives from enterprises in Beijing, Tianjin, and Hebei witnessed the landing of this major project driven by new-quality productivity and cross-regional collaborative innovation. This project vividly implements the strategic deployment of "deepening regional collaborative innovation" and "cultivating new-quality productivity" from the 2025 National Two Sessions, highlighting Tianjin Bohua Group's modern industrial development concept of "high-end, high-quality, high-efficiency, green, low-carbon, circular, digital, intelligent, and resilient safety."
Since its establishment in 2015, Changlu New Materials, as the vanguard of technological innovation at Tianjin Bohua Group, has been deeply engaged in the high-end fluorochemical field, with a cumulative research and development investment exceeding 100 million yuan. It has built a complete innovation system spanning "research and development - pilot testing - industrialization." The hydrogen fluoride ether synthesis technology independently developed by the group has reached an internationally leading level, while the synthesis technologies for perfluoropolyether and hexafluoropropylene oxide have reached internationally advanced levels, earning the second prize for technological invention in Tianjin. As of now, the group has obtained 129 patents, including 35 invention patents, and has established a postdoctoral workstation. It holds qualifications as a national high-tech enterprise and is recognized as a specialized and innovative enterprise.
It is understood that the engineering project covers a total area of 120,800 square meters in the Tianjin Nangang Industrial Zone, with a total investment of 500 million yuan for the second phase. It will build two sets of hydrofluoroether units and supporting utilities, and upon reaching full production, it will add a capacity of 2,072 tons per year, with an annual output value exceeding 400 million yuan. The engineering project fully integrates resources from the Beijing-Tianjin-Hebei region, forming a collaborative innovation ecosystem of "basic research - application development - industrial transformation."

Standing at the historical intersection of the conclusion of the 14th Five-Year Plan and the beginning of the 15th Five-Year Plan, Changlu New Materials will leverage the second-phase project as a fulcrum to simultaneously advance three strategic initiatives: accelerating the industrialization of laboratory achievements into large-scale projects, expanding the application of electronic fluorinated liquids in cutting-edge scenarios such as chip manufacturing and immersion cooling for data centers, and collaborating with upstream and downstream enterprises to establish a fluorine materials innovation alliance, leading the formulation of seven industry or group standards to promote in-depth development of domestic substitution. Once the project is fully completed, it will become an innovative benchmark for the high-end fluorochemical industry in the Beijing-Tianjin-Hebei region, injecting vigorous "new productive forces" into the high-quality development of the manufacturing industry during the 15th Five-Year Plan period.
The groundbreaking of the Changlu New Materials Phase II project is not only a milestone in the enterprise's innovative development but also a strategic practice of collaborative innovation in the Beijing-Tianjin-Hebei region and the cultivation of new types of productive forces.
