The current TEDA Automotive Forum fully leverages its role as a high-end think tank forum to establish a platform for government-enterprise communication, systematically assess industry development trends, generate multiple think tank outcomes, and provide practical development recommendations.
Lian Maojun pointed out that Tianjin is deeply implementing the Beijing-Tianjin-Hebei integration strategy, promoting the integration and development of intelligent technology and the automotive industry, supporting frontier technology innovation, and fully serving the open cooperation and optimization and upgrading of the automotive industry. By leveraging the significant advantages of Tianjin Port, the Free Trade Zone, and the Bonded Zone, and utilizing roll-on/roll-off direct shipping and China-Europe freight train channels, Tianjin assists automotive enterprises in exploring countries along the "Belt and Road" and emerging markets.
An Tiecheng, considering the current industry development trends, proposed development suggestions for the automotive industry for the "Fifteenth Five-Year Plan" period. First, forge new quality productivity in the automotive sector, enhance independent innovation capabilities, and strengthen new drivers of industry development. Second, smoothly promote the transformation between old and new kinetic energy in the automotive industry, consolidate the foundation for intelligent and connected development, and build a new chapter in industry development. Third, deepen the level of international cooperation, promote the process of global industrial layout, and shape a new future for industry efficiency enhancement.
Ouyang Minggao stated that China has now entered the era of intelligent electric vehicles, and the complete intelligence of electric vehicles will bring significant changes to the automotive industry. China is the development opportunity of electric power market reform. In the next step, the rapid development of key technologies such as solid-state batteries and vehicle-to-grid interaction will provide new momentum for the automotive industry.
Think Tank Forums Lead the Way, Authoritative Interpretations Convey Policy Orientation
Li Tianwei, Director of the Department of Atmospheric Environment at the Ministry of Ecology and Environment; Guo Shougang, Deputy Director and First-Class Inspector of the Department of Equipment Industry at the Ministry of Industry and Information Technology; Geng Hongzhou, First-Class Inspector (Director-General Level) of the Department of Market Operation and Consumption Promotion at the Ministry of Commerce; and Li Jianguo, Deputy Director of the Department of Digital Technology and Infrastructure Construction at the National Data Bureau, provided a special policy interpretation on the topics of controlling motor vehicle pollutant emissions, implementing a new round of measures to stabilize the growth of the automotive industry, actively boosting automobile consumption, and promoting the deep integration of the automotive industry with data elements. They also offered development suggestions for guiding the scientific formulation of the "Fifteenth Five-Year Plan" for the automotive industry.

They shared the company's practical achievements and strategic thinking in areas like research and innovation, system capability building, and global layout.
Advancing through six dimensions, high-end think tanks achieve a new leap.
Based on past experience, the 2025 TEDA Automotive Forum will conduct in-depth discussions on topics such as industrial policy orientation, forward-looking technology trends, and strategic layout choices during the "Fifteenth Five-Year Plan" period. The forum will achieve a comprehensive upgrade across six dimensions, striving to create a higher quality and more effective high-end think tank forum.
(1) Fulfill the mission of the think tank forum and increase the output of think tank====.
To fully leverage the guiding role of the high-end think tank forum, this year's TEDA Automotive Forum has gathered a total of 27 think tank achievements focusing on key industry areas. These include 8 specialized think tank reports, 11 industry research reports, 7 think tank consensus sessions, and 1 TEDA Automotive Forum consensus, providing professional insights with high frequency and from multiple perspectives.
(2) Upgrade the forum's organizational structure to gather new momentum for industry integration.
In 2025, the TEDA Automotive Forum will further upgrade its organizational structure by inviting industry organizations and leading enterprises from sectors such as energy and artificial intelligence to serve as co-organizers. These entities will deeply engage in the organization and implementation of the TEDA Automotive Forum, pooling new intellectual resources to jointly promote cross-industry integration and innovation, thereby invigorating new momentum for industrial development.
(3) Optimize the government-enterprise dialogue mechanism to promote policy implementation and industrial development.
To ensure evidence-based policy-making, responsive to enterprise demands, and direction for industry development, the organizing committee of this year's TEDA Automotive Forum conducted pre-forum research on discussion topics for government departments, established a dialogue platform during the forum, and encouraged enterprises to focus on practical challenges post-forum, providing feedback on policy implementation and demands. This aims to build a dialogue mechanism that promotes mutual enhancement between policy and industry.
(4) Set up high-end dialogues Assisting in the scientific drafting of the "15th Five-Year Plan" blueprint.
The TEDA Automotive Forum, as a weather vane for the development of the automotive industry, aims to accurately grasp policy orientations and assess development directions. During the opening conference, authoritative guests were organized to conduct in-depth discussions around the theme "Further Deepening Reform and Innovation: The '15th Five-Year' Automotive Industry Policy and Vision Outlook," providing intellectual support for the scientific planning of the "15th Five-Year" for the industry.
(5) Deepen discussions in frontier fields to guide the forward-looking layout of industries.
The current TEDA Automotive Forum, focusing on core topics such as technological innovation and globalization in the automotive industry, has invited industry experts and senior executives from fields such as solid-state batteries, artificial intelligence, humanoid robots, low-altitude economy, and resource recycling to participate. Several specialized forums have been set up to help the industry gain insights into cutting-edge technological trends.
(6) Establish international exchange platforms to assist enterprises in achieving high-quality overseas expansion.
Set up two themed forums focusing on "New Global Markets," bringing together authoritative experts from home and abroad. The forums will revolve around the development trends of the global automotive industry, the policy trends of various countries, opportunities and challenges in exploring overseas markets, and international collaboration in the industrial chain. This will create a specialized exchange platform to assist enterprises in deepening and realizing high-quality overseas strategies.
