    European Union (EU) Launches Anti-Dumping Investigation Into Chinese PET Spunbond Nonwoven Fabric

    On September 15, the European Commission issued an announcement stating that, in response to applications submitted on August 8, 2025, by EU companies Freudenberg Performance Materials and Johns Manville, it has launched an anti-dumping investigation into PET spunbond nonwovens originating from China. The products involved are classified under EU CN (Combined Nomenclature) codes (ex)5603 13 90, 5603 14 20, and (ex)5603 14 80 (TARIC codes 5603 13 90 70 and 5603 14 80 70). The dumping investigation period is from July 1, 2024, to June 30, 2025, and the injury investigation period is from January 1, 2022, to the end of the dumping investigation period. A preliminary ruling in this case is expected to be made within seven months, and no later than eight months.

    OPEC+ to Discuss Production Capacity Update This Week
     

    On September 16, it was reported that OPEC+ representatives will hold a meeting in Vienna this week to conduct preliminary discussions on updating the procedure for estimating member countries' production capacity. Sources said the meeting is scheduled for September 18-19. The representatives hope to reach an agreement on the mechanism for assessing the maximum sustainable crude oil production capacity of each member country. The OPEC+ Secretariat aims to submit a feasible plan to the OPEC+ ministers by the end of the year. This alliance of 22 oil-producing countries plans to use production capacity estimates to determine new production baselines and calculate production targets for 2027. OPEC+ originally planned to implement the new production baseline in 2025, but due to internal disagreements, the implementation was postponed first to 2026 and then further delayed to 2027.

    According to a report from Rudong, the "Ultra-Strong Fiber"—Ultra-High Molecular Weight Polyethylene Fiber developed and produced by Jiuzhou Interstellar Technology Co., Ltd., has yielded approximately 20,000 tons since the beginning of this year in two major factories in the Rudong Coastal Industrial Zone.
