In order to better meet the growing demand of the people for a better life through postal services, the Shanghai Municipal Postal Administration recently released seven practical measures for 2025, focusing on shared development outcomes, addressing issues, and aligning with public expectations, to make the postal and express delivery industry more closely related to people's livelihoods.
First, consolidate the achievement of 100% express delivery coverage in villages, continuously improve the direct-to-door delivery level in rural areas of the city, and enhance the public's satisfaction with postal services.
Second, strengthen the implementation of express delivery packaging standards in the city, further improving the levels of standardization, circularity, reduction, and harmlessness. The proportion of reusable packaging used for same-city deliveries will reach 11%, with the establishment of 6 new municipal "waste-free express delivery sites," and the use of non-degradable plastic tape will be prohibited at postal and express delivery outlets in the city.
Third, we will continue to promote the comprehensive application of privacy waybills for mail and express delivery in the city to protect user information security.
Fourth, organize and hold postal industry vocational skills competitions to continuously improve the quality of practitioners.
Fifth, continuously promote the special action for labor contracts in the city's express delivery industry, urging local express delivery companies to legally sign labor contracts with their employees, ensuring that the proportion of full-time employees with signed labor contracts in the city is no less than 95%.
Six, continuously improve the quality of express delivery services in the city, effectively reduce the complaint rate of users in the city, and the enterprise response rate within 24 hours should not be less than 98%.
Seven, further improve the quality of postal services, and continuously consolidate the achievement of 100% direct delivery to households in established villages; implement the municipal people-oriented projects by completing the construction of 35 postal accessibility channels.
Next, the Shanghai Bureau will conscientiously implement the work requirements of the State Post Bureau and the Municipal Party Committee and Municipal Government. It will adhere to the development philosophy centered on the people, actively promote the implementation of people's livelihood initiatives, and drive Shanghai's postal and express delivery services to become more convenient, widely accessible, and of higher quality.
