StrengthenedNon-metallic material fire prevention and flame retardantRequirements;
It has been clarified regarding electric bicycles.The total mass of plastic used should not exceed 5.5% of the vehicle's total mass.
Increased requirements for motor torque at low-speed operation;
ImprovedTamper-proof requirements for battery packs, controllers, and speed limiters.
Improved braking performance requirements;
The maximum weight limit for electric bicycles using lead-acid batteries has been increased from 55 kilograms to 63 kilograms.
Added requirements for enterprise quality assurance capability and product consistency.
Requirements for electric bicyclesEquipped with Beidou positioning, communication, and dynamic safety monitoring functions.

It has been clarified that the installation of rearview mirrors on electric bicycles is encouraged.
Manufacturers are required to specify the recommended service life of electric bicycles and indicate it on the nameplate and product certificate.
After the implementation of the new standards, fire accident hazards and damages will be reduced, traffic accident risks will be decreased, illegal modifications will be effectively prevented, overall vehicle safety performance will be enhanced, and it will better meet the daily usage needs of consumers.
How to understand these changes in the new regulations?
The new national standard stipulates that the weight of lead-acid battery vehicles has been increased from 55 kilograms to 63 kilograms.To improve the range;
Request the manufacturer to improve braking performance.Halve the braking distance, no skidding when braking in the rain.;
Improve the anti-tampering requirements of the controller.Speed exceeds 25 kilometers per hour.,The motor will no longer provide power.;
The proportion of plastic materials in the total vehicle weight does not exceed 5.5%.To reduce fire risk;
Electric bicycles need to be equipped with Beidou positioning function. Private "little e-bikes" can choose not to install it, and even if they have the Beidou positioning function, private "little e-bikes" can also turn it off. The Beidou module can provide information such as longitude, latitude, speed, and positioning time, mainly offering users real-time three-dimensional location, speed, and time services. The Beidou module does not charge for providing positioning services.
Can old vehicles still be ridden after the new regulations take effect?
After September 1, 2025, all newly manufactured electric bicycles must comply with the new national standards.In terms of sales, the new national standard additionally grants a three-month sales transition period for vehicles produced according to the old standard before August 31, 2025, allowing sales until November 30, 2025.Starting from December 1, 2025, all electric bicycles sold must comply with the new standards.。
Vehicles already purchased by consumers that do not meet the new standards will not be forcibly phased out.Local governments can accelerate upgrades by leveraging policies such as trade-in programs based on local conditions.
How to choose a new car after the implementation of the new regulations?
■ Check the CCC certification.
Electric bicycles sold from the factory must obtain certification and have the CCC mark indicated on the body, demonstrating that the electric bicycle has been certified by a designated certification body, meets the requirements of mandatory national standards, and can be purchased and used with confidence.
■ Check the product certificate.
According to relevant laws and regulations, electric bicycles sold from the factory must have a product certificate, with one certificate per vehicle. Consumers can verify that the product model, vehicle code, and other information parameters on the product certificate attached to the vehicle match the actual vehicle when purchasing.
If further verification of the authenticity of the product qualification certificate and the validity of the CCC certification is required,You can scan the QR code on the product certificate of conformity or visit the National Certification and Accreditation Information Public Service Platform (cx.cnca.cn) to verify and confirm.。
