Miit takes multiple measures to build "vehicle–component" collaborative win-win development ecosystem

On September 15, the China Association of Automobile Manufacturers issued the "Initiative on Payment Standards for Suppliers by Automobile Manufacturing Enterprises" to promote the implementation of the "Regulations on Ensuring the Payment to Small and Medium-sized Enterprises" in the automotive industry. A relevant official from the Ministry of Industry and Information Technology responded to questions from reporters regarding this initiative, expressing full support for its release. The official also stated that multiple measures would be taken to promote the establishment of a collaborative and mutually beneficial development ecosystem between complete vehicle manufacturers and component suppliers, thereby fostering healthy and sustainable development of the industry.

The initiative clarifies various requirements concerning goods delivery acceptance, commencement of billing periods, reconciliation and settlement, and payment of funds. For example, it specifies that the time for goods acceptance should, in principle, not exceed three working days, and the commencement date of the billing period should, in principle, be the day the supplier delivers the goods and passes acceptance. It suggests that payments to small and medium-sized enterprises should be made entirely in cash or bank acceptance bills. It advocates for the establishment of long-term stable cooperative relationships between suppliers and purchasers, with the validity period of each contract being no less than one year. These detailed execution requirements help guide industry companies to implement billing period commitments effectively, which is significant for promoting the regulated development of the automotive industry.

The relevant official from the Ministry of Industry and Information Technology pointed out that the new energy vehicle industry has developed for a relatively short time in China, and its product structure, market scale, and industry form are still rapidly changing, with the supply chain system remaining immature. In this context, delayed payment of goods by complete vehicle enterprises will increase the operational pressure on suppliers, directly affecting corporate investment and being extremely detrimental to industry technological innovation and the construction of industry and supply chain systems. Promoting shorter payment cycles for goods can not only alleviate the financial difficulties of suppliers but also help complete vehicle enterprises enhance their operational management quality and efficiency, accelerate the establishment of a modern management system, and achieve the goal of growing stronger and larger. Therefore, complete vehicle enterprises should take a long-term perspective, strengthen mutually beneficial cooperation with supplier enterprises, support each other, build a good development ecology together, jointly promote high-quality industry development, and share the benefits of industry growth.
