Latest progress on the Zhangbu straw sugar-based bio-jet fuel project!
On July 11, 2024, Huang Xiaowu, Secretary of the Bengbu Municipal Committee, held a working meeting with Yu Feng, President of Honeywell China, and witnessed the signing of a strategic cooperation agreement between Honeywell and Anhui Fengyuan Group. Municipal leaders Guo Jiaman and Ge Rui, as well as Li Rongjie, Chairman of Anhui Fengyuan Group, participated in the meeting.

Compared to conventional aviation fuel, sustainable aviation fuel (SAF) can reduce CO2 emissions by more than 80%, making it crucial for the global aviation industry to achieve net-zero carbon emissions by 2050. In July 2024, the European Union Aviation Safety Agency (EASA) announced that it would provide standard evaluation services for SAF producers through the EU SAF Data Exchange Center to support the expansion of SAF usage. In September 2024, the International Air Transport Association (IATA) announced the launch of the Matchmaker platform to connect airlines with SAF suppliers.
According to the "Annual Report on China's Sustainable Aviation Fuel (SAF) Industry" by Yahua Consulting, SAF can be derived from bio-based raw materials such as waste oils, corn/sugarcane fermented ethanol, as well as from green electricity, green hydrogen, and CO2, and also from municipal solid waste. Hydroprocessed Esters and Fatty Acids (HEFA) and Alcohol-to-Jet (ATJ) are traditional pathways for producing SAF. Currently, many project plans involve large-scale gasification of biomass coupled with green hydrogen to produce green methanol, which is then converted into SAF. Additionally, the production of SAF from green synthesis gas via Fischer-Tropsch synthesis, direct conversion of CO2 and green hydrogen into SAF, and SAF from lignocellulose are also widely discussed technological routes.
Sinopec, Total, China Energy Construction, Guangxi Hongkun, Haike Chemical, Jiutai, Jiaao, Zhongtai New Energy, Junheng Bio, Jinshang Environmental Protection, and other giants are actively promoting the construction of Sustainable Aviation Fuel (SAF) projects. Yahua Consulting has compiled the latest progress of Sustainable Aviation Fuel (SAF) projects in China for 2024 as follows.
China Petroleum & Chemical Corporation and TotalEnergies' sustainable aviation fuel project with an annual production of 230,000 tons.
On March 26, 2024, Sinopec and TotalEnergies signed a cooperation framework agreement (HoA) in Beijing to jointly produce sustainable aviation fuel (SAF) at one of Sinopec's refineries using waste oils, with an annual production capacity of 230,000 tons. The new production line will be jointly operated by Sinopec and TotalEnergies.
Sinopec possesses its own independent intellectual property rights for the production technology of bioaviation fuel (SRJET) and is committed to enhancing the quality and efficiency of its asset portfolio. TotalEnergies is one of the leading sustainable aviation fuel producers in Europe. This collaboration will provide better green and low-carbon solutions for China and even the world.
Second, the China Energy Construction Central Power Engineering Jilin Green Methanol and Green Aviation Fuel Integration Project
In March 2024, China Energy Construction Group's China Electric Engineering signed a cooperation intention agreement for the investment in a green methanol and green aviation fuel integrated project with the Jilin Municipal People's Government. According to the agreement, the total investment for the project is approximately 12 billion yuan, with an annual production of 200,000 tons of green methanol and 100,000 tons of green aviation fuel.
3. Guangxi Free Trade Zone Hongkun Biomass Fuel Co., Ltd. Annual Production of 600,000 Tons of Biojet Fuel Project
On April 26, 2024, Topsoe's Hydroflex™ technology for producing sustainable aviation fuel was officially launched in China. The company signed a cooperation agreement regarding the 600,000 tons/year sustainable aviation fuel project (Phase I) for a 300,000 tons/year hydrogenation unit catalyst package with Guangxi Hongkun Energy Co., Ltd., a subsidiary of Guangxi Free Trade Zone Hongkun Biomass Fuel Co., Ltd., in Nanning.
According to the agreement, Phase I of the project will use Topsoe's Hydroflex™ production process to process 300,000 tons of kitchen waste oil annually, producing Sustainable Aviation Fuel (SAF) and Hydrotreated Vegetable Oil (HVO). Topsoe will provide technology licensing, process package design, technical services, and catalysts for the facility. The project is set to begin construction in May 2024 and is expected to be operational by early 2026.
The first-phase project covers an area of about 250 mu, mainly constructing a set of 300,000 tons/year raw material pretreatment and bio-jet fuel hydrogenation facilities, along with supporting facilities including a 20,000 Nm3/h natural gas reforming hydrogen production unit and a 120 tons/year sulfur recovery integrated unit. The total investment for the project is 1.677 billion yuan.
Four, Zhejiang Tianfu Hongyun Energy Technology's annual production of 400,000 tons of biodiesel/100,000 tons of bio-jet fuel/ship biofuel blending project.
In May 2024, the annual production project of 400,000 tons of biodiesel and 100,000 tons of biojet fuel/biofuel for ships by Zhejiang Tianfu Hongyun Energy Technology Co., Ltd. was officially registered.
The project is a key construction project with total investment exceeding 2 billion yuan. The construction content is divided into two phases: Phase I includes two sets of 200,000 tons/year biodiesel production facilities, blending facilities for 1 million tons/year marine biofuel production, as well as office buildings, research and control centers, and utility engineering supporting facilities.
Phase II construction will involve a 100,000-ton-per-year biojet fuel (component) production facility. As the first green biomass fuel project in Zhoushan, this project fills the gap in the raw material of biodiesel for bunker fuel oil addition in the Zhejiang Free Trade Zone.
In November 2024, the Tianfu Hongyun Biofuel Project officially broke ground in the eastern expansion area of Dinghai Industrial Park in Ma'ao Town, with plans for completion by September next year.
5. China Energy Construction Tongliao Kezuohouqi Green Methanol and Green Aviation Fuel Industrial Park Project
On June 18, 2024, China Energy Construction Hydrogen Energy Co., Ltd. signed an investment and development agreement with the People's Government of Kezuohouqi for the China Energy Construction Tongliao Kezuohouqi Green Methanol and Green Aviation Fuel Industrial Park Project. The project plans to build 600,000 tons of green methanol and 100,000 tons of green aviation fuel.
Sixth, the Shanxi International Tongliao City Zhalute Banner Wind Power to Hydrogen to Aviation Kerosene Integrated Project
On June 25, 2024, the Wind Power to Hydrogen to Aviation Kerosene Integrated Project in the Interim City of Zhangbei Banner, Xinzhou City, Shanxi Province, was registered. The total investment for the project is 2.98 billion yuan, primarily involving the construction of a 100,000-ton/year aviation kerosene production line; green electricity-driven hydrogen production with the installation of 8 hydrogen production units, each equipped with 4 sets of 1000 Nm³/h electrolysis equipment, totaling 32 alkaline electrolyzers with a combined hydrogen production capacity of 32,000 Nm³/h; and the construction of comprehensive office systems and auxiliary production systems. Earlier, on April 2024, a signing ceremony for the green aviation kerosene project between the People's Government of Zhangbei Banner and Shanxi International Energy Group New Energy Investment Company was held.
VII. Haike Chemical 500,000 tons/year Bio-based Aviation Fuel Technology Renovation and Supporting Project
On July 4, 2024, the 500,000 tons/year bio-based aviation fuel technology upgrade and supporting project of Haike Chemical was announced. The total investment for the project is 1.2 billion yuan, including an environmental protection investment of 45 million yuan, with an employee count of 88. The project started construction in January 2023 and is scheduled to be completed and put into production by December 2024.
According to market demand, this project plans to set up two production conditions. Condition one uses 520,000 tons/year of waste cooking oil as raw material to produce 530,000 tons of biodiesel, liquid paraffin, bio-naphtha, bio-liquefied gas, dry gas (for self-use), liquid carbon dioxide, and sulfur cake annually. Condition two also uses 520,000 tons/year of waste cooking oil as raw material, producing 544,200 tons of bio-jet fuel (components), hydrogenated vegetable oil, bio-naphtha, bio-liquefied gas, dry gas (for self-use), liquid carbon dioxide, and sulfur cake annually. Both conditions utilize the same equipment and process, adjusting the operation parameters of the isomerization reactor and distillation column to achieve different products under different conditions. The two conditions will run at different times, with a total operating time of 8,000 hours.
Eight, China Energy Engineering Corporation Zhongdian Engineering Karamay Wind-Solar Hydrogen Production and Green Aviation Fuel Manufacturing Project
In July 2024, at the Eighth China-Eurasia Expo, China Energy Engineering Group Power Engineering Co., Ltd. successfully signed an important project—the Karamay City Wind-Solar Hydrogen Production and Green Aviation Fuel Manufacturing Project. The project is expected to have a total investment of up to RMB 7.2 billion yuan.
The project includes the construction of a 100,000-ton-per-year green aviation fuel facility, a 10,000-ton-per-year green hydrogen project, and a 1 GW wind and photovoltaic new energy project.
Nine, Blue Whale Bio 500,000 Ton per Year Industrial Grade Oil to Biodiesel and Biojet Fuel Project
In July 2024, the DCS project of Blue Whale Bioenergy (Zhejiang) Co., Ltd. for the production of 500,000 tons per year of biodiesel and bio-jet fuel from industrial-grade oils was approved. The scale of the project is 500,000 tons per year of biodiesel and bio-jet fuel produced from industrial-grade oils.
The project is located on the east side of Pinghai Road in Jiaxing Port Area, covering an area of approximately 115 acres, with a total investment of about 2.2 billion yuan, including an environmental protection investment of about 7.5 million yuan. The project uses industrial oils as raw materials and employs processes such as catalytic hydrogenation for production. Additionally, the project incorporates recycling technologies like acid water steam stripping, solvent regeneration, and sulfur recovery to enhance resource utilization efficiency. By using hydrogenation and other processes to treat industrial oils, the project converts them into the main raw material for bio-jet fuel. The project adopts a two-stage process route, where vegetable and animal oils undergo pretreatment and then are converted into long-chain n-alkanes by deoxygenating triglycerides through hydrogenation, followed by hydrogenation upgrading to produce qualified jet fuel components.
TEN、China Energy Construction TieLing DiaoBingShan Green Methanol and Green Aviation Fuel Integrated Demonstration Project
On August 3, 2024, the signing ceremony for the integrated demonstration project of green methanol and green aviation fuel by China Energy Construction in Tieling, Diaobingshan, was held.
The project has an annual production capacity of 200,000 tons of green alcohol, with a total investment of approximately 9 billion yuan, divided into two phases. The first phase will produce 100,000 tons of green alcohol and 20,000 tons of green aviation fuel, with an investment of about 4.2 billion yuan. Supporting facilities such as a centralized wind farm and photovoltaic power station will be constructed. Once the project is completed and reaches full production, it will create over 200 fixed jobs and increase government tax revenue by approximately 75 million yuan annually.
This project will utilize the rich wind and solar resources in the area to apply CO2 coupling technology for the production of hydrogen and methanol, as well as the extended production of green aviation fuel.
Eleven, Inner Mongolia Jiutai Group's 100,000-ton-per-year Methanol-to-Sustainable Aviation Fuel (SAF) Project
On August 5, 2024, according to the official WeChat account of "Honeywell Energy and Sustainability Technology," Honeywell announced that Inner Mongolia Jiutai Group has adopted Honeywell UOP's eFining™ process technology for a project to produce 100,000 tons per year of sustainable aviation fuel (SAF) from methanol. This collaboration marks Honeywell's first commercial contract for the eFining™ technology authorization globally, demonstrating the company's proactive approach in aligning with strong trends in energy transition, future aviation, and automation.
Honeywell UOP eFiningTM is a methanol-to-jet (MTJ) process technology that reliably converts eMethanol on a large scale into eSAF (synthetic sustainable aviation fuel) at a lower cost than comparable technologies. Using methanol synthesized from carbon dioxide and green hydrogen as the feedstock, Honeywell UOP eFiningTM significantly broadens the range of feedstocks for sustainable aviation fuel.
Inner Mongolia JiuTai will utilize the eFiningTM process technology to transform its existing methanol-to-olefins (MTO) unit into a sustainable aviation fuel production facility. Leveraging the abundant wind resources in China's northwest region, Honeywell and Inner Mongolia JiuTai will work together to promote the efficient mass production of sustainable aviation fuel.
Twelve, Zhejiang Zhengtai New Energy Wind-Solar-Green Hydrogen to Produce 250,000 Tons of Green Methanol and 20,000 Tons of Green Aviation Kerosene Integrated Project
On August 20, 2024, the Jilin Province Investment Project Online Approval and Supervision Platform announced that the integrated project for the production of 250,000 tons of green methanol and 20,000 tons of green aviation kerosene from Chint New Energy (Chemical Phase I) has been filed.
The project approved for preparation (Chemical Phase I) plans to build an integrated project for the annual production of 100,000 tons of green methanol, along with supporting facilities for biomass carbonization and capture, electrolysis for hydrogen production, storage and transportation, and public utilities. The planned construction period is from October 2024 to June 2026, with a total investment of 1.8 billion yuan.
Previously, in May 2024, the integrated project for the production of 250,000 tons of green methanol and 20,000 tons of green aviation kerosene by Chint New Energy's wind-solar green hydrogen was completed for filing.
Thirteen, Lianyungang Jiaao New Energy Bio-Kerosene Project
On August 22, 2024, Lianyungang Jiaao New Energy Co., Ltd. held a project cooperation signing ceremony with BP Global Investment Ltd. Lianyungang Jiaao New Energy Co., Ltd. was established in September 2022 and is located in the Lian港 industrial zone of Guanyun County. The company utilizes its self-developed waste oil pretreatment technology and the globally leading Honeywell UOP technology to produce sustainable aviation fuel and other products, which will significantly fill the gap in China's large-scale production of sustainable aviation fuel.
The Jiaao bio-jet fuel project is a central government budget investment project with a total investment of 7.157 billion yuan. It officially commenced construction in January 2023. Once completed, it is expected to produce approximately 750,000 tons of sustainable aviation fuel annually. BP, a major global oil and petrochemical company and one of the international energy giants that ventured into the SAF industry relatively early, has been vigorously developing its sustainable energy sector in recent years. It has supplied sustainable aviation fuel to over 40 locations in 8 countries worldwide.
On November 21, 2024, Jiaao Environmental Protection announced the "Notice on the Qualified Product Output of Lianyungang Jiaao New Energy Co., Ltd." The announcement indicates that Lianyungang Jiaao New Energy Co., Ltd., a subsidiary of Jiaao Environmental Protection, has recently successfully input materials for its bio-aviation fuel project in the Lianyun Port Industrial Zone of Guanyun County, Lianyungang City, and has now smoothly produced qualified products that meet the product standards.
14. Junheng Biological 600,000 Tons/Year Sustainable Aviation Fuel Project
In October 2024, the centralized launch ceremony for the "Three Batches" projects in Henan Province was grandly held at the main and sub-venues. The 1 million tons per year waste oil processing sustainable aviation fuel project of Henan Junheng Industrial Group Biotechnology Co., Ltd. officially commenced under the witness of provincial and municipal leaders in attendance.
The project is an expansion by Junheng Bio, which is already operating a sustainable aviation fuel production capacity of 200,000 tons per year. An investment of 3.146 billion yuan will be made to increase capacity to 600,000 tons per year, scheduled for completion by the end of 2025 and expected to commence operations in early 2026. By then, it will achieve the capability to process 1 million tons of waste oil per year and produce 800,000 tons of sustainable aviation fuel, with annual sales revenue exceeding 10 billion yuan. At the same time, production costs are expected to decrease by 1,000 yuan per ton, providing customers with higher quality and more economical SAF products.
15. China Energy Construction's 300,000 tons/year green aviation fuel and 200,000 tons/year green methanol project in Shuangyashan.
In October 2024, according to the "Shuangyashan Release" WeChat official account, the world's first 100,000-ton-level demonstration project for producing green aviation fuel by integrating wind, solar, hydrogen, and biomass has officially commenced construction at the Shuangyashan Green Methanol and Green Aviation Fuel Demonstration Base.
The main project is located in the Shuangyashan Economic and Technological Development Zone of Heilongjiang Province, with a planned annual production of 200,000 tons of green methanol and 300,000 tons of green aviation fuel. The total planned investment for the project is 20.8 billion yuan.
One phase (this phase) of the project plans to construct a 100,000-ton green aviation fuel production facility, with an investment of approximately 6 billion yuan. This includes units such as wind and solar power generation, biomass collection and pre-treatment, hydrogen production and storage, biomass gasification, and synthetic aviation fuel facilities. It is scheduled to begin operations in 2027.
This project is the world's first demonstration project for a 100,000-ton-class integrated green hydrogen-biomass FT synthetic aviation fuel facility combining wind and solar power. The project employs several globally advanced solutions, including cutting-edge green Fischer-Tropsch (FT) synthetic aviation fuel technology, full-system coordinated coupling mechanism and control technology, multi-energy storage-friendly off-grid technologies, and efficient electro-hydrogen-carbon coupling industrial technologies.
16. Jinshang Environmental Protection Sustainable Aviation Fuel Industrial Base Project
According to a WeChat public account report from "Honeywell" on May 11, 2023, Honeywell has recently signed a strategic cooperation agreement with Sichuan Jinshang Environmental Technology Co., Ltd. (hereinafter referred to as "Jinshang Environmental"). The two parties will work together in Suining City, Sichuan Province to create a sustainable aviation fuel industry base. Once the project is completed, it is expected to become one of the largest sustainable aviation fuel projects in Western China.
The Jinshang Environmental Protection Sustainable Aviation Fuel Industrial Base Project will adopt Honeywell UOP's Ecofining™ process technology, catalysts, and equipment to produce sustainable aviation fuel from kitchen waste oil and animal fats.
In September 2024, Sichuan Jingshang Environmental Protection Holdings' Sichuan Jinying New Energy Co., Ltd. received approval for its 500,000 tons/year waste oil conversion to biomass energy project. The project is located in the Energy and Chemical Industry Park of Daying Economic and Technological Development Zone in Suining City, Sichuan Province, covering an area of approximately 288 acres. The project has an investment of 1.5 billion yuan, and it is expected to achieve an annual output of 400,000 tons after going into production next year.
The investment in environmental protection measures is 69.55 million yuan, accounting for 4.35% of the total investment. The main construction content includes a 400,000 t/a raw material pretreatment unit, a 500,000 t/a bio-jet fuel hydrogenation unit (which includes a 30,000 Nm3/h hydrogen production unit, an acidic gas treatment unit (equivalent to 200 t/a pure sulfur), a 15 t/h acidic water vapor extraction unit, and a 35 t/h solvent regeneration unit). After the project is completed, the maximum production of bio-jet fuel under optimal conditions will be 386,488 t/year, bio-diesel 2,128 t/year, and by-product bio-naphtha 27,408 t/year; the maximum production of bio-diesel under optimal conditions will be 414,752 t/year, with by-product bio-naphtha 6,296 t/year.
On November 29, 2024, it was reported that the construction of the pile foundation for the 500,000 tons/year waste oil fat conversion biomass energy project (Phase II) undertaken by the Fourth Bureau Installation for Sichuan Jinying New Energy Co., Ltd. has begun, marking that the second largest bio-aviation fuel project in the Sichuan-Chongqing region has officially entered the "fast track" of construction.
Seventeen, Sichuan Tianzhou 200,000-ton/year Abandoned Animal and Plant Oil to Produce Biofuel Project
On July 8, 2024, at the Weiyuan Shale Gas Comprehensive Utilization Chemical Industry Park, the core equipment of the first phase project of the Western (Weiyuan) Sustainable Aviation Fuel (SAF) Industry Base - the 200,000-ton-per-year waste animal and plant oil to biofuel production project by Sichuan Tianzhou Biomass Energy Technology Co., Ltd. - had its distillation tower officially moved in. The 200,000-ton-per-year waste animal and plant oil to biofuel production project has a total investment of 1.05 billion yuan. This project uses waste animal and plant oils as raw materials and, through advanced biotechnology, produces environmentally friendly and efficient biofuels. After full production, the annual processing capacity for waste animal and plant oils will reach 500,000 tons, with an output value of approximately 10 billion yuan. It is expected that the first phase project will be put into production by the first quarter of 2025.
In November 2024, at the 15th China International Aviation and Aerospace Exhibition, the Tianzhou New Energy Green Aviation Headquarters project was signed to settle in Chengdu Shuangliu. The signing at this exhibition plans to select the location in Chengdu Shuangliu's Airport Business District to develop the Tianzhou New Energy Green Aviation Headquarters project. This project will cover research, production, sales services, and business settlement functions for aviation fuels and aviation chemicals under the Tianzhou brand.
Eighteen, Shandong Sanju 200,000 tons/year bio-diesel isomerization project
On November 13, 2024, Haixin Energy Technology responded to investor inquiries on the Sina "Ask the Director" platform, stating that the Shandong Sanju 200,000-ton/year biodiesel isomerization project is expected to be put into production in the second quarter of next year. After the project is operational, it will generate approximately 200,000 tons of products annually, including bio-jet fuel and bio-light oil.
Shandong Sanju currently has a production capacity of 50,000 tons of bio-aviation kerosene components, and its products will mainly be purchased by China Aviation Oil. After procurement by China Aviation Oil, these products will be blended with Jet A-1 or No. 3 Jet Fuel for use. The 200,000 tons/year biodiesel isomerization project of Shandong Sanju is expected to be put into operation in the second quarter of next year. After the project is put into operation, it will annually add approximately 200,000 tons of bio-aviation kerosene, bio-light oil, and other related products. Shandong Sanju will accelerate the construction of the isomerization de-waxing unit to further increase the supply capability of low-pour-point hydrocarbon-based biodiesel and bio-aviation kerosene.
On November 5, 2024, Haixin Nengke issued an announcement regarding its controlling subsidiary's approval for airworthiness certification. The announcement indicates that the company's controlling subsidiary, Shandong Sanju Bioenergy Co., Ltd., recently obtained the "Project Approval Certificate for Technical Standard Regulations" issued by the Civil Aviation Administration of China. Following the review and confirmation by the Civil Aviation Administration, Shandong Sanju's quality system and the sustainable aviation fuel HEFA-SPK product it produces meet the provisions of CCAR-21. It has been approved to be marked according to the corresponding CTSO regulations. The production process technology, product quality control, and performance requirements of the bio-jet fuel components produced by Shandong Sanju all meet the requirements for aviation jet fuel. The product can issue a product certificate of conformity for HEFA-SPK in accordance with the relevant requirements of GB6537-2018 and can be sold.
19. Pengyao Environmental Protection's Technological Transformation Project for an Annual Production of 100,000 Tons of Biomass Liquid Fuel
On November 26, 2024, Pengye Environmental Protection disclosed in its investor relations activity record that on March 3, 2023, the company signed a cooperation agreement with Panjin Hongye Petrochemical Co., Ltd. in Panjin City. The plan is to invest 120 million yuan to technologically upgrade Hongye Petrochemical's 200,000-ton/year hydrogenation facility, and construct a 100,000-ton/year biomass liquid fuel technological transformation project. This aims to establish an advanced bio-energy production base in Panjin City.
In early August 2024, the facility completed its upgrade and renovation, starting trial production on August 21st. Qualified SAF was produced on September 3rd with an overall product yield of 82%, including an SAF yield based on feedstock of 55%, HVO yield of 14%, and bio-kerosene yield of 13%. The feedstock used was UCO, primarily sourced from collection points in surrounding provinces. The processing cost per ton of feedstock ranged from 1,500 to 3,000 yuan. The company's primary sales channel is the EU market, and it is in the process of obtaining airworthiness certification. Currently, they are seeking to collaborate with AVIC Fuel.
Twenty, Goldwind Science and Technology Enters the SAF Market
On November 27, 2024, Honeywell showcased its theme of "Leading Technology, Connecting the Future" at the Second China International Supply Chain Promotion Expo. Concurrently, Honeywell signed a strategic cooperation memorandum with Goldwind Green Energy Chemical Technology (Jiangsu) Co., Ltd., to jointly explore the sustainable path for aviation fuel.
