Russia Plans To Postpone Implementation Of New Auto Recycling Fee Regulation, Power Calculation Method Reform May Be Delayed Until December
The Russian Ministry of Industry and Trade is considering postponing the implementation of the new regulations on import automobile recycling fees from the originally planned date of November 1 to December 1. The new regulations will change the current calculation method, shifting from considering only engine displacement and vehicle age to including engine power as a key indicator, in response to the growth of high-power, small-displacement models, including electric vehicles. Personal imported vehicles will still benefit from preferential coefficients for models with power below 160 horsepower. The postponement aims to provide more sufficient customs clearance time for dealers who closed deals between August and October, to avoid trade disruptions due to sudden policy changes. The new regulations are expected to benefit official dealers but put pressure on parallel importers.
