Environmental Impact Assessment Announcement For The Green Decarbonization Integrated Project Phase I Of The Yulong Island Refining And Chemical Integration Project (Phase I)

2026-08-03 10:47:39

Recently, the environmental impact assessment (EIA) public notice for the first phase of the Green Carbon Reduction Integrated Project of the Yulong Island Refining and Chemical Integration Project (Phase I) has concluded, and the project has entered the approval stage. Relying on the surplus capacity of its own refining and chemical units, the project will build an integrated industrial chain for methanol, acetic acid, and vinyl acetate. The project has an investment of 2.699 billion yuan, with an overall plan to construct an annual production capacity of 550,000 tons of methanol, 400,000 tons of acetic acid, and 300,000 tons of ethylene vinyl acetate.Phased construction of the project. The first phase of the methanol facility will be constructed with a total investment of 341 million yuan, and it is expected to be completed and put into operation by June 2027.Phase II will implement acetic acid, vinyl acetate, and related supporting units.

US EPA Proposes SNURs for Multiple Chemicals, Strengthening Controls on New Uses
Recently, the U.S. Environmental Protection Agency (EPA) published in the Federal Register significant new use rules (SNURs) for certain chemical substances under the Toxic Substances Control Act (TSCA).The document establishes new use control mechanisms for more than 20 chemical substances that have completed premanufacture notice (PMN) submissions, requiring enterprises to submit a notification to the EPA at least 90 days before undertaking any new manufacturing, import, or processing activities involving the relevant chemicals. The regulation synchronizes mandatory compliance requirements such as workshop protection, wastewater discharge limits, product additive ratios, closed processes, and hazardous waste incineration, while differentiating applicable declaration fee standards for large and small enterprises. Public written comments will be accepted until August 24, 2026. Import and export enterprises involved in plastics, photoresists and electronic materials, coatings, and cleaning agents should simultaneously review compliance risks related to their supply chains.
