Vietnam Imposes 39.88% Punitive Tariff on Chinese Product

On January 19, 2026, the Vietnamese Ministry of Industry and Trade issued Announcement No. 121/QD-BCT, making an affirmative anti-dumping final determination on various wood fiberboard products originating from China and Thailand, deciding to impose anti-dumping duties on the products. The anti-dumping duty rate imposed on China is between 2.59% and 39.88%, and on Thailand, it is between 3.09% and 20.20%.

Vietnam is a key export market for China's wood fiberboard. From January to September 2025, China's fiberboard exports to Vietnam reached 501,000 tons, a year-on-year increase of 126%, making Vietnam the largest export market for Chinese fiberboard.
In 2024, the export value reached US$1.36 billion, a year-on-year increase of 14.2%. Exports to Vietnam accounted for 13.28% of China's total fiberboard exports, making it the largest single market.
Since 2025, Vietnam has frequently imposed anti-dumping duties on Chinese goods, primarily in the steel and wood products industries, which has significantly impacted relevant exports.
Key Affected Industries and Tax Rates:
● Steel Products: Covering cold-rolled carbon steel sheet and coil, general carbon and alloy steel coated sheet and coil, hot-rolled steel coil, prestressed steel strand, etc., with tariff rates ranging from 4.43% to 37.13%.
● Decorative Paper: August 2025, tax rate 26.4%-26.9%.
Vietnam believes that China's products are being dumped, harming its domestic industries.
