Hunan Petrochemical 1 million ton per year ethylene refining and chemical integration projecttotal investment 35.68 billion yuan, is the largest single investment industrial project in Hunan to date.
It includes 22/13 ten thousand tons/year phenol/acetone unit, 240 thousand tons/year bisphenol A unit. The project is expected to start production in December 2025.
The project has now entered the comprehensive bidding stage.
March 15, 2025, the bidding announcement for the basic engineering design (Section One) of four sets of equipment including C5 separation for the 1 million tons/year ethylene refining and chemical integration project in Yueyang area.
Section bidding scope: Basic engineering design and related technical services for seven main items including four process units in the Balin old area of the 1 million tons/year ethylene refining and chemical integration project in Yueyang, Hunan Petrochemical.
(1)150,000 tons/year C5 separation unit, 300,000 tons/year CHPPO unit, 220,000/130,000 tons/year phenol/acetone unit, 240,000 tons/year bisphenol A unit;
(2) Baling old area auxiliary facilities (including Baling old area central laboratory);
(3) Safety and environmental protection facilities in the old Baling area (including wastewater pretreatment equipment, waste gas and liquid incineration), etc.

Hunan Petrochemical's 100,000 tons/year ethylene refining and chemical integration project is the largest single industrial investment in Hunan to date, including two parts: 100,000 tons/year ethylene and supporting refinery renovation.
The main construction content of the ethylene project includes:Construction of a new 1 million tons/year ethylene plant and its downstream, totaling 14 chemical plants. The main project includes 10 chemical plants to be newly built in the Changling New District, including a 1 million tons/year ethylene plant, a 500,000 tons/year naphtha hydrotreating plant, a 300,000 tons/year aromatics extraction plant, a 300,000 tons/year benzene production from aromatics plant, a 150,000 tons/year butadiene extraction plant, a 20,000 tons/year styrene extraction plant, a 300,000 tons/year EVA plant, a 400,000 tons/year high-density polyethylene (HDPE) plant, a 400,000 tons/year linear low-density polyethylene (LLDPE) plant, and a 100,000/40,000 tons/year MTBE/1-butene plant.
The remaining four sets of facilities for the main project are newly constructed in the old area of Balin, including a 150,000 tons/year C5 separation unit, a 300,000 tons/year CHPPO unit, a 220,000/130,000 tons/year phenol/acetone unit, and a 240,000 tons/year bisphenol A unit. These will form a supporting relationship with the existing epoxy resin, synthetic rubber, and other units of the original Balin Petrochemical. Necessary storage and transportation projects, utility projects, and auxiliary facilities will be constructed.
The main construction contents of the refinery supporting renovation project include:Construct a new 3 million tons/year hydrocracking combined unit, a 60,000 tons/year sulfur recovery unit, and a 1 million tons/year solvent deasphalting unit. Upgrade the No.2 atmospheric and vacuum distillation unit to 10 million tons/year, and phase out one 3.5 million tons/year refining unit each from the original Changling Refining and Petrochemical and the original Balin Petrochemical.
The project mainly adopts the proprietary intellectual property and industry-leading green and low-carbon process technology of Sinopec. The advantages of raw materials, technology, and products are superimposed, completing the full industrial chain from crude oil processing to modern specialty chemicals in the Yueyang area, forming an industrial pattern of "clean oil products + modern chemicals + new materials." After the project is completed and put into operation, it can drive downstream investments exceeding 150 billion yuan, playing a significant role in promoting the rise of the central region and the development of the Yangtze River Economic Belt, and assisting Hunan Province in building a core base for a trillion-yuan modern petrochemical industry.
