Lanzhou Petrochemical Transformation and Upgrade Ethylene Renovation Supporting Project Begins!

In 2024, the Lanzhou Petrochemical transformation and upgrading ethylene renovation project achieved a major breakthrough. In January, the project's preliminary feasibility study report received approval from the group company; in June and July, the feasibility study report was successively approved by the group company's party committee and board of directors; in December, it officially entered the regulatory approval process, and eight key special evaluations received formal approval.

The transformation and upgrading of the ethylene renovation project by Lanzhou Petrochemical Company is itself a large-scale expansion and reconstruction project. This project is located in the Xigu Chemical Industrial Park in Lanzhou City, involving the renovation of the Xigu Refinery and the chemical plant area. The total investment amounts to approximately 23.17 billion yuan. The renovation plan for this project can be divided into three parts:

Ethylene modification

By constructing a new 1.2 million tons/year ethylene cracking and quenching unit, and a new 800,000 tons/year separation system (including cracking gas compression unit, ethylene compression unit, and propylene compression unit), repurposing a 460,000 tons/year ethylene separation system (including cracking gas compression unit, ethylene compression unit, and propylene compression unit), and shutting down the existing 240,000 tons/year ethylene plant, a "one head, two tails" 1.2 million tons/year ethylene production system is formed.

Refinery transformation:

After the project implementation, the existing types and processing volume of crude oil in the refining system will remain unchanged. Through adaptive modifications to the existing 1.2 million tons/year catalytic cracking unit, the existing 3 million tons/year diesel hydrogenation unit, and the existing 1.2 million tons/year diesel hydrogenation unit, the goal of increasing ethylene feedstock production will be achieved. Meanwhile, a new PSA unit and a carbon dioxide recovery unit will be constructed in the refining area.

3) Chemical downstream supporting:

Build 7 new chemical production facilities (20,000 tons/year of 1-hexene, 100,000 tons/year of POE, 140,000 tons/year of EVA, 450,000 tons/year of low-density polyethylene, 400,000 tons/year of polypropylene, 700,000 tons/year of catalytic cracking gasoline hydrogenation, and 700,000 tons/year of aromatic extraction facilities), and retrofit one of the production lines of the existing 170,000 tons/year high-density polyethylene facility into a 60,000 tons/year ultra-high molecular weight polyethylene facility.

Through this series of transformation and upgrading measures, the output of refined oil products at Lanzhou Petrochemical will be adjusted downward, while the production of new chemical materials will increase significantly.

The project implementation is divided into the "main part" and the "early commissioning" part. The main part of the project, the ethylene transformation and upgrading project of Lanzhou Petrochemical Company, is invested and constructed by Lanzhou Petrochemical Company. The project name is "Lanzhou Petrochemical Company Transformation and Upgrading Ethylene Renovation Project".

Partial early commissioning of the project

The early commissioning project of the ethylene transformation and upgrading project of Lanzhou Petrochemical Company is funded and constructed by China Petroleum Lanzhou Petrochemical Company and Lanzhou Zhonglu Chemical Group Co., Ltd. The implementation plan for the "early commissioning" project is divided into two parts according to the investment.

Firstly, the early commissioning project invested by Lanzhou Petrochemical Company includes the ethylene waste alkali treatment unit of the ethylene transformation and upgrading project, the chemical fertilizer 110kV substation, and the chemical area 1.Fire pump stationMutual supply corridor, stub connection, underground pipeline network, East tank area, Petrochemical Plant 2Tank area and other renovation projectsThe project name is "Lanzhou Petrochemical Company Transformation and Upgrading Ethylene Renovation Project (Early Commissioning Part)".

The second aspect is that the early commissioning projects invested and constructed by Lanzhou Zhonglu Chemical Group Co., Ltd. include renovation projects such as the air separation and compression station, ethylene circulating water field, 205 circulating water field, tri-poly circulating water field, and desalination water station of the ethylene transformation and upgrading project by Lanzhou Petrochemical Company.

The project construction period: It is planned to start feeding and commissioning by the end of October 2026, with a total project duration of 40 months.
