Project Details

It is understood that the project is invested and constructed by Xinjiang Yicheng Technology Development Co., Ltd. Construction will start in September 2025, with a total planned construction land area of 118,615.84 square meters and a total building area of 50,767.70 square meters; of which, the first phase construction land area is 79,552.3 square meters and the building area is 27,923.1 square meters.

Project Construction Site

As a national encouraged green low-carbon new materials industry project, this project builds an integrated industrial chain of environmental polyester particle reprocessing and intelligent equipment manufacturing. Upon completion, it will be capable of producing 250,000 tons of recycled environmental polyester particles annually, and will be equipped with specialized intelligent production lines for polyester recycling, sorting and cleaning, and melting and pelletizing. The project leverages the locational advantages of the Tacheng Open Area to the west, aiming to establish a local industrial chain for pelletizing and intelligent equipment manufacturing, filling the regional gap in large-scale polyester particle new materials industry.

According to Lu Tao, General Manager of Xinjiang Yicheng Technology Development Co., Ltd., since resuming construction in mid-March 2026, the enterprise has coordinated and allocated human and mechanical resources to accelerate construction progress. Currently, 55 construction workers and 23 units (sets) of construction machinery and equipment are deployed on-site, and overall project completion stands at 30%. Moving forward, the project will rigorously uphold the two fundamental principles of workplace safety and construction quality, optimize construction organization, and make full use of the effective construction period to ensure completion of all construction tasks by the end of September, achieving 100% construction progress and timely delivery for use.

Project Planning

After the project is completed, the main production capacity will be divided into two production lines.
Firstly, the environmentally friendly polyester pellet reprocessing production line utilizes a polyester melt extrusion process (a physical reaction) to reprocess polyester pellets, with an annual production capacity of 130,000 tons of modified polyester, 20,000 tons of polyester preforms, and 100,000 tons of sheet materials, totaling 250,000 tons per year.
Secondly, an intelligent equipment manufacturing production line will be established to fulfill the annual customized non-standard equipment procurement demand of approximately RMB 300 million from enterprises in the five Central Asian countries, Russia, and chemical industrial parks in Xinjiang.

Xinjiang Polyester Industry Chain

Notably, the rapid advancement of the Tacheng project is not an isolated case but rather emblematic of the westward shift and clustering development of Xinjiang’s polyester industry. In recent years, Xinjiang has been accelerating the construction of a complete polyester industrial chain covering “raw materials – recycling – fiber spinning – end applications.” In addition to the Tacheng project, Xinjiang Yuxin New Materials Co., Ltd.’s 600,000-ton-per-year polyester filament project and Xinjiang Zhongtai Polyester Fiber Materials Co., Ltd.’s 250,000-ton-per-year direct-spun polyester filament project have also been successively launched or commenced production, further solidifying Xinjiang’s core position in the northwest polyester industry landscape.

Against the backdrop of China's deepening "dual carbon" strategy and growing green procurement demand from Central Asia and Europe, Xinjiang is rapidly transforming from a traditional resource-exporting region into a green new materials manufacturing and export hub serving the Eurasian market, forging a new western pathway for the high-quality development of China's polyester industry.
