The project is located in Xiangtan Economic Development Zone, scheduled to officially start on April 28, 2026, and is expected to be completed and put into production on April 28, 2028.

This signing marks the entry of the project into the substantive construction phase, and Sihua Construction will be responsible for the entire engineering implementation, ensuring the project advances according to the scheduled milestones.

Hunan Shengyang New Materials Co., Ltd., established in December 2013, is located in the Xinya Industrial Park, Wangcheng District, Changsha City. The company is a specialized manufacturer of color masterbatches, including BOPET/PP/PA film color masterbatches, polyester and nylon fiber color masterbatches, blow film color masterbatches, thermoforming product color masterbatches, functional color masterbatches, pipe material color masterbatches, and nonwoven fabric color masterbatches. It operates 32 twin-screw extrusion production lines for color masterbatches, with an annual production capacity of 30,000 tons.

Shengyang New Materials primarily designs and develops various cost-effective color masterbatches and color pigments tailored to individual customer requirements. The company currently offers over 1,800 mature products, widely applied in BOPET/PP/PA films, polyester and nylon fiber spinning, pipes, thermoformed products, food packaging, medical packaging, nonwovens, and various injection-molded products.

The company has established twelve offices in the provinces (autonomous regions) of Chongqing, Hubei, Guangxi, Jiangxi, Anhui, Henan, Hebei, Zhejiang, and Jiangsu.
