Guizhou Huayu Group Visits Maguan County and Guangnan County to Deepen Cooperation on Calcium Carbonate Projects and Advance Project Implementation
On June 17, 2026, a cooperation negotiation meeting on the carbonate calcium project between Guizhou Huayu Group and Maguan County was successfully held at the Ayafan Sailing Base. The two sides held in-depth discussions on key matters such as investment layout across the entire calcium carbonate industry chain, mineral resource supply, clean energy, and the project implementation schedule. They reached multiple consensuses on project advancement, laying a solid foundation for building a calcium-based new materials industrial base oriented toward Southeast Asia.

According to reports, Huayu Group focuses on the integration of mineral resources and is fully committed to building a complete industry chain for calcium carbonate. The company adheres to a green development path of "using calcium instead of plastic and wood." Maguan County, located close to Southeast Asia, has prominent geographical advantages, and once the project is completed, it can radiate to the vast markets of Southeast Asia. At this stage, the group is prioritizing the layout of lightweight calcium carbonate production lines. Once the government clarifies the local enterprises' raw material consumption and the actual development situation of the industry, a complete investment plan will be formulated. The heavy calcium carbonate project will be combined with the local powder resource endowment, and continuous follow-up and connection will be carried out subsequently.

Group Vice President Zhang Zeyu, in light of the project’s scaled-up production requirements, raised two key concerns on site: first, whether the total existing compliant mineral reserves in Maguan can meet the company’s long-term production needs; and second, whether the regional energy supply can reliably and steadily guarantee the project’s production energy consumption.
In response to the questions raised by enterprises, Chen Jian, the director of the Natural Resources Bureau of Maguan County, provided answers on-site. Currently, the county has completed exploration and has two limestone mines that meet mining standards, with reserves of 12 million tons and 8.7 million tons, respectively; there is also one marble mine with reserves of approximately 8.74 million tons. The county's energy supply is primarily based on clean energy sources such as wind and hydro power, which can fully meet the energy consumption needs of enterprises.
Vice President Zhou Lei of the group proposed clear standards for the long-term stable supply of raw materials: the minimum requirement for project mineral reserves is 5 million tons, with a medium-to-long-term overall demand of 40 to 80 million tons of high-quality mineral resources. The company will calculate the overall investment scale based on the mineral reserve size and annual raw material consumption while simultaneously advancing project planning and design.

Ma’guan County Party Committee Deputy Secretary and County Magistrate Liao Zhipeng made systematic arrangements centering on project implementation. First, the two sides should promptly finalize two investment-scale options—“50+100” and “100+50”. The upfront investment in the mine, plant facilities, and equipment is about RMB 200 million, with total project start-up funding of RMB 200–300 million, while simultaneously leveraging supporting bank financing. Second, the government and the enterprise should clearly delineate their respective rights, responsibilities, and boundaries: the enterprise should specify the key milestones for project commencement and commissioning, and the government should in parallel advance all approval procedures such as EIA and energy assessment. Third, seizing the current window of opportunity, the parties should strive to sign the project implementation agreement by the end of this month and make every effort to achieve commissioning by May 2027.
Guizhou Huayu Group held a special seminar in Guangnan County to advance the calcium carbonate project.
To address various bottlenecks in project implementation, Guangnan County Party Secretary Chen Wei, taking into account the county’s resource endowment and government service functions, introduced five special support measures: First, a dedicated project service task force will be established, with Secretary Chen Wei taking overall charge and Deputy Secretary Zhou Jing overseeing implementation, while all relevant departments work together to establish a list-based project management mechanism. Second, efforts will be accelerated to advance the implementation of the tripartite government-enterprise cooperation plan, with work tasks further detailed and deadlines specified for each stage. Third, all competent departments will shorten approval time limits and comprehensively speed up the processing of procedures related to mines and plant sites. Fourth, mineral rights supply policies will be flexibly optimized by encouraging downstream processing enterprises to independently bid for mines, supporting joint venture development of mineral resources, and simultaneously coordinating with banks to provide maximum credit support. Fifth, financial coordination services will be carried out in an integrated manner by organizing financial institutions to leverage their respective lending strengths and provide targeted support for the construction and implementation of the calcium carbonate project.

The Guangnan County Natural Resources Bureau provided an on-site introduction to the county's mineral reserve conditions, clarifying that the local limestone and calcite reserves are sufficient to support stable production demands for enterprises for 20 to 30 years. Two practical plans were proposed for the differentiated mining paths of the two types of ores: the first is to include the limestone reserves in the existing mining rights range after completing the reserves assessment; the second is to publicly auction the rights after completing resource exploration and measurement, ensuring stable operation of enterprises in ore processing and sales.
Guangnan County Forestry and Grassland Bureau also made a work commitment to issue a response on the handling of cases involving forest land used for construction without prior approval within 10 working days, and to efficiently advance the processing of forest land procedures for the project.
