“Once it rains, it turns into a seaside city.” As summer approaches, almost every heavy rainfall tends to trigger serious urban waterlogging in some cities. The internet is filled with jokes about “seeing the sea,” raising another round of public concern over urban waterlogging. So, how does urban waterlogging occur? Why do people believe that permeable pavement can help solve the “seeing the sea” problem in cities? Urban waterlogging is a disaster phenomenon caused by multiple factors, primarily manifested as severe flooding in cities due to poor drainage during heavy rain. There are many reasons for the difficulties in urban drainage, with the inadequacy of urban underground drainage systems in China being a major factor. Urban areas rely on piped drainage, but due to the rapid pace of urbanization in China, surface construction often precedes the development of underground infrastructure, which lags behind and often has low standards. As a result, the drainage systems in cities are relatively less effective compared to developed countries. In addition, urban development has led to structural changes in land use, reducing the area of permeable surfaces, weakening the capacity to retain, detain, and infiltrate water, and decreasing natural drainage systems such as green spaces and water bodies. This lack of storage for excess rainwater is also a significant reason for the worsening phenomenon of urban waterlogging. The emergency response to urban flood and waterlogging often involves multiple levels and departments. However, under the current administrative system, the emergency functions and resources of various departments are scattered. Once a heavy rain occurs, it becomes difficult to coordinate among departments, and cooperation can be awkward, making it hard to achieve a collaborative response. The deficiencies in emergency response capabilities of cities are exposed by factors such as a rough emergency plan system, incomplete forecasting and warning mechanisms, insufficient specialization of emergency rescue teams, and inadequate reserve of emergency supplies. Permeable pavement, also known as ecological permeable pavement, permeable concrete, or no-sand concrete, is made by uniformly mixing aggregate gravel, binders, additives, cement, and water, and paving it into a surface. It has higher strength and durability compared to traditional concrete, meeting the requirements for mechanical performance, functionality, and service life; it is compatible with the natural environment, reducing the burden on the Earth and ecological environment and achieving recyclable use of non-renewable resources; it has good usability, providing a mild, comfortable, and convenient living environment for humans. Permeable pavement allows rainwater to quickly infiltrate the ground, effectively replenishing groundwater, alleviating the urban heat island effect, and protecting the urban natural water system from damage, offering significant environmental value. Additionally, permeable pavement addresses the problem of water accumulation on ordinary road surfaces, enhancing walking safety and comfort, which is also important for improving the living environment. The advantages of permeable pavement are: 1. It can alleviate the burden on urban drainage facilities during concentrated rainfall, preventing river flooding and water pollution. 2. It allows rainwater to rapidly infiltrate underground, replenishing groundwater and maintaining soil moisture. 3. It prevents water accumulation on road surfaces, does not reflect light at night, and increases road safety and comfort. 4. It regulates temperature and humidity in urban spaces, improves urban thermal circulation, and mitigates the heat island effect. 5. Its high porosity can reduce road noise caused by vehicle traffic, creating a comfortable traffic environment. 6. The numerous voids can adsorb urban pollutants (such as dust), reducing dust pollution. 7. It is easy to maintain, as the voids do not break down and are less prone to clogging. 8. Patterns can be designed as needed, fully integrating with the surrounding environment.
