On August 28, 2025, local time, the United States Trade Representative (USTR) announced in a notice titled "USTR Extends Certain Exclusions from China Section 301 Tariffs" that the validity of certain exclusions from the Section 301 tariffs has been extended. These exclusions were originally scheduled to expire on August 31, 2025, and have now been extended until November 29, 2025.

⚠️ For Chinese-origin products on the list, the additional 25% tariff imposed due to the U.S. "Section 301 investigation" will be temporarily exempted within the specified period (before November 29, 2025), i.e., the "Section 301 tariff" will not be levied.

⚠️ Validity: Chinese goods that meet the description and enter the United States or are withdrawn from the warehouse before November 29, 2025, require the importer to submit certification upon entry to enjoy tariff exemption.

⚠️ The United States has announced two batches of specific products exempt from the 25% tariff. This involves approximately 164 products previously extended in May 2024, as well as 14 exclusions for solar manufacturing equipment.

What is the Section 301 tariff?

In 2018, Trump initiated an investigation under Section 301 and imposed additional tariffs on Chinese imports in four batches (List 1 to List 4), affecting Chinese goods with a total value of approximately 370 billion US dollars. The tariff rates generally ranged from 7.5% to 25%.

However, these tariffs are not applied uniformly. The Office of the United States Trade Representative (USTR) allows certain products to apply for "exclusions," which are exemptions from the additional tariffs. This typically applies to products that are difficult to source from outside China or those that would cause significant harm to the U.S. economy.
