The product is mainly used in polyurethane, engineering plastics, and other fields, and will further enrich the company’s product portfolio of phosphorus-based rubber and plastic additives.
I. Basic Project Information
This project is part of Phase II of the Guizhou Jiangshan Phosphorus Chemical Resources Comprehensive Utilization Project and represents an important strategic move by Jiangshan Co., Ltd. to extend into the fields of fine phosphorus chemicals and rubber and plastic additives.

The overall plan for the Guizhou phosphorus chemical integrated project also includes 50,000 tons/year of TEP, 30,000 tons/year of BDP, and 20,000 tons/year of TOP, to be constructed and advanced in phases. This 15,000 tons/year TEP project is the initial capacity of Phase II.
2. Relationship Between TEP Products and Rubber & Plastic Additives
Triethyl phosphate (TEP) is a multifunctional organophosphorus compound that serves as both a flame retardant and a plasticizer in the field of rubber and plastic additives, and is widely used.
1. Flame-retardant function (core application)
As a halogen-free additive flame retardant, TEP decomposes to produce phosphoric substances that cover the surface of the substrate, isolating oxygen and suppressing free radical reactions to achieve flame retardancy. Its characteristics include good compatibility with polymer materials, no impact on mechanical properties, and excellent transparency.
Polyurethane field:Flame retardant additives for polyurethane soft foam, hard foam, coatings, and adhesives are commonly used flame retardant components in furniture, automotive interiors, and building insulation materials.
Engineering plastics:Flame retardant modification of epoxy resin, phenolic resin, unsaturated polyester and other systems.
PVC and Rubber:Assist flame retardancy and plasticization modification, improving processing flowability.
2. Plasticizing and Other Functions
TEP has plasticizer properties and can be used in cellulose plastics (cellulose acetate, cellulose nitrate) to enhance the flexibility and processing flow of the materials. It can also be used as a high boiling point solvent, catalyst carrier, and has applications in the coatings and inks industries.

After Jiangshan Chemical’s 15,000-ton TEP project is put into operation, domestic phosphorus-based flame retardant capacity will further increase. Previously, companies such as Wanhua Chemical, Hubei Xingfa, and Zhejiang Wynca had already made arrangements in this sector, and the industry’s leading-company effect is becoming increasingly evident. The expansion on the supply side will intensify market competition and help downstream rubber and plastics companies optimize costs.
The advantages of phosphorous resource integration are becoming prominent.
The Guizhou base leverages local phosphate rock resource advantages to achieve integrated development across the “phosphate rock–yellow phosphorus–fine phosphorus chemicals” industrial chain, giving flame retardant products such as TEP strong cost competitiveness. It has become an important industry trend for upstream resource-based enterprises to extend downstream into rubber and plastics additives, which will reshape the cost curve of phosphorus-based additives.
