On February 4, 2026, the Department of Industry and Information Technology of Hainan Province issued an announcement to solicit public comments on the "Several Measures of Hainan Province on Supporting the High-Quality Development of the Fully Biodegradable Materials Industry (Draft for Comment)". This initiative aims to implement the deployments of the provincial Party Committee and government, to expand and strengthen Hainan's biodegradable industry, and to build its brand.

该征求意见稿由省工业和信息化厅会同相关部门研究起草，提出了支持全生物降解材料产业发展的具体措施。

The greatest highlight of this measure is the significant financial support provided for industrial development. For example:

• We encourage the formulation of group standards, and social organizations that upgrade their standards to local, industry, national, or international levels will receive a one-time reward ranging from 120,000 to 200,000 yuan.

• 企业参加省级及以上展会，按标准展位给予4000元/个或8000元/个奖补，单次最高5万元、年度最高15万元。

• Enterprises that newly obtain international authoritative certifications such as BPI (USA) and DIN CERTCO (Germany) and export their products shall be granted a reward of 200,000 RMB for each certification, up to a maximum of 1 million RMB per year, in order to reduce the costs of international market access for enterprises.

• Allocate no more than 300,000 yuan annually to encourage enterprises and social organizations to participate in collecting clues on "plastic ban" violations, thereby assisting in precise regulation; severely crack down on non-compliant plastic products entering the market.

• An annual allocation of no more than 4.5 million yuan will be used to reward cities and counties that have achieved outstanding results in their "plastic ban" efforts, thereby promoting the cultivation of a positive consumption environment in these areas.
