China to Gradually Establish Standards and Certification Systems for Promotion and Application of Recycled Materials by 2030
On December 31, it was reported that this afternoon, the National Development and Reform Commission and other departments issued the "Action Plan for the Promotion of Recycled Materials Applications."
The "Plan" clearly states that by 2030, the waste recycling system will be further improved, and standards and certification systems for the promotion and application of recycled materials will be gradually established. Promoting the application of recycled materials is an important means to improve the waste recycling system and vigorously develop the circular economy. It is of great significance for ensuring China's resource security, enhancing the resilience of the industrial and supply chains, and promoting the achievement of carbon peaking and carbon neutrality.
IT Home has learned from the "Plan" that it is also specified that by 2030,The annual recycling and utilization of scrap steel and waste paper exceed 300 million tons and 80 million tons, respectively. The annual production of recycled non-ferrous metals and recycled plastics exceed 25 million tons and 19.5 million tons, respectively. The proportion of recycled materials used as substitutes in the automotive, electrical and electronic products, textiles, and packaging sectors has steadily increased, further enhancing the role of recycled materials in ensuring resource security and promoting energy conservation and carbon reduction.
The plan points out that large scrap steel processing and distribution centers should be encouraged to be built in areas where electric furnace steel production capacity is concentrated, promoting the integrated development of scrap steel recycling, dismantling, processing, and distribution, improving the classification and grading of scrap steel, and advancing the efficient recycling and utilization of scrap steel resources. Support should be provided for the establishment of waste paper sorting and processing centers, strengthening the supply of major categories of waste paper such as box board, book paper, and newsprint. Support should also be given to power battery and energy storage battery manufacturers to accelerate the establishment and improvement of a recycling and utilization system for used batteries.
The plan encourages automobile manufacturers to increase the application ratio of recycled steel, recycled non-ferrous metals, and recycled glass in components such as the chassis, body, glass, and wheels, while meeting the requirements for the control of harmful substances and material recyclability based on the performance requirements of parts and product characteristics.Pioneering the large-scale application of recycled plastics in interior and exterior components.Encourage automotive manufacturers to collaborate with enterprises involved in the dismantling of scrapped vehicles, the processing of recycled materials, and the production of components to establish a closed-loop supply system for recycled materials.
