China Petrochemical (Guangdong) Refining & Chemical Co., Ltd. (referred to as "Zhongke Refining & Chemical" externally) is affiliated with Sinopec Group. It is a landmark refining and chemical project of Sinopec in the new era, serving as a critical pivot for China's Belt and Road Initiative and energy-chemical development strategy. It is also a key construction project supporting the new regional development pattern of "one core, one belt, and one zone" in Guangdong, assisting Zhanjiang in fully building itself into a sub-provincial central city, and accelerating the creation of an important growth pole for the modern coastal economic belt. Zhongke Refining & Chemical’s strategic goal is to "build a world-leading enterprise that is safe and green," adopting internationally advanced production processes and control technologies, designed and managed according to the highest international standards for safety and environmental protection, implementing a circular economy model, and creating an integrated plant that is technologically advanced, highly profitable, environmentally friendly, and intelligently efficient. The first phase of Zhongke Refining & Chemical mainly includes 18 sets of refining facilities such as a 10 million tons/year atmospheric and vacuum distillation unit, 10 sets of chemical facilities including an 800,000 tons/year steam cracker, a 180,000 Nm3/h coal-to-hydrogen facility and its supporting projects, 4 high-pressure CFB boilers at 450t/h, 3 sets of 100MW steam turbine generators, the largest domestic three-dimensional chemical warehouse, 10 berths, 1 dedicated railway line, and supporting pipelines for refined oil and natural gas. Construction was fully completed by the end of 2019, and it officially began production operations in June 2020, capable of producing national standard VI gasoline, diesel, aviation kerosene, and other oil products, as well as chemical products like polyethylene, polypropylene, ethylene oxide, ethylene glycol, and EVA. It can achieve annual sales revenue of 60 billion yuan and tax profit of 26 billion yuan. Zhongke Refining & Chemical earnestly practices the original mission of "loving our motherland, revitalizing petrochemicals," and "fueling a better life," standing at the forefront and striving to be the first in Sinopec's efforts to build a world-leading clean energy and chemical company and develop the "one base, two wings, three news" layout. It is writing a new chapter of high-quality development and making new and greater contributions to Guangdong's realization of "being at the forefront in four aspects" and serving as "two important windows."
