The opinion clearly states that by 2016, the provincial electronic government public platform will be basically established, achieving the online processing of all government activities throughout the process; the three major foundational platforms for smart city perception, support, and services will be basically completed; and the core businesses in key areas such as transportation, environmental protection, safety, tourism, and municipal services will achieve smart applications. By then, the household water usage of the entire city will be uploaded to the management department through household smart water meters, achieving water conservation through household smart water meter management software. At that time, we will see how the wet-type card water meter can achieve city-wide water conservation, allowing the public to meet their water needs while reducing waste. By 2018, the coverage rate of smart applications for major management objects and service matters will reach 50%.
