The card type central water meter also contributes to the tiered water pricing. On April 1st, Nanchang City began to implement the installation of tiered water pricing card type central water meters throughout the city. There is always a bumpy process for anything. Some users have reported to us how to use the card type central water meter, stating that it must be reset before use. If there are more than five people in the household, how can one apply for the first-level water consumption base? How can a rented house apply for the water consumption base? Aim to reset the water meter by the 12th
Since April 1st, the water supply companies in Nanchang City have been working on the "reset" of the card type central water meters to determine the new water consumption for the tiered water pricing, and it is expected to be completed by the 12th of this month.
“Due to the involvement of residential water use, non-residential water use, and special water use, our principle is to first read the non-residential water meters, then the residential water meters, in order to benefit the residents.” Luo Jianzhong explained that this may result in a delay of several days for the reading of residential water meters. According to the principle of benefiting the residents, during the period from April 1st to the actual reading of residential water meters, the water fees for residential water use will still be charged according to the original standard.
Water consumption is accumulated on an annual basis
It is reported that the increase of 0.4 yuan per ton for residential users is based on cost verification by the pricing department, which conducts inspections at various water plants to check the entire process, and determines the reasonableness of costs through cost audits. The component of the water price of 1.58 yuan consists of: water supply costs, water resource fees, taxes, urban public utility surcharges, plus 0.8 yuan for sewage treatment fees, resulting in a household price of 2.38 yuan.
Luo Jianzhong stated that due to the extreme scarcity of water resources in our country, many places have implemented tiered water pricing. After the implementation of tiered water pricing, citizens' awareness of water conservation will increase, and water consumption will be controlled, striving to stay below the first-level water consumption (360 tons/year).
According to Luo Jianzhong, the tiered water pricing is executed based on the principle of "annual cycle, calculated by cumulative water consumption."
Water meters are read every two months, and the charges are calculated based on annual water consumption. If the water consumption exceeds 360 tons within a year, the portion below 360 tons is charged at 1.58 yuan, plus 0.8 yuan for sewage treatment fees. The portion exceeding 360 tons up to 480 tons will be calculated according to the second-level water consumption standard: 2.37 yuan + 0.8 yuan (sewage treatment fee) = 3.17 yuan.
Reminder
You can apply for "expansion" of water consumption
It is understood that if the number of family members exceeds five, each additional person can apply for an increase of 5 tons in the monthly water consumption base. Why is this standard set at five people? Luo Jianzhong explained that this is based on the structural characteristics of the south, where it is common for only children to live with their parents after marriage and childbirth, resulting in a typical structure of 2+3, leading to the conclusion of five people.
It is reported that if there are more than five people in the household, the homeowner can go to Nanchang Water Industry's various service outlets to apply for an increase in the base. When applying, they can bring property certificates, etc. If it is a rented house and the number of people exceeds five, the homeowner can also apply by bringing the rental contract and the tenants. For each additional person, the quota can be increased, and the application can be made according to the standard of increasing the monthly water consumption base by 5 tons per person.
“After this price adjustment, families in extreme difficulty and those on subsistence allowances in Nanchang City will receive a monthly water subsidy of 5 yuan using a prior payment and refund method; combined with the previous monthly subsidy of 2 yuan per household, the total monthly subsidy per household is 7 yuan.” Luo Jianzhong also informed the reporter that the subsidy for difficult households will not be provided in a direct manner, as the water supply company cannot identify which households are truly in need; it will only be refunded to these difficult households through the civil affairs bureau.

Three price adjustments in 11 years
It is understood that from 2003 to 2014, there were three price adjustments due to the increasing costs faced by water supply companies. As costs have been rising every year, there has also been significant investment in construction. Additionally, costs have arisen from the occurrence of facility bursts due to rain, snow, and freezing weather, as well as temporary pumping stations added due to the low water level of the Gan River.
