    Project applications must be recommended by relevant units, specifically selected and recommended by the science and technology bureaus of prefecture-level cities and counties (cities), national and provincial high-tech zone management committees, and relevant provincial departments and units. Applications from regular undergraduate institutions under the ministry and provincial level are reviewed and recommended by their respective units. Applications from research institutes under the ministry are reviewed and recommended by the science and technology bureaus of the prefecture-level cities according to local jurisdiction, without occupying local quotas. This special fund does not accept confidential projects; if there are any confidential contents in the application materials, they need to be declassified before submission, with the project management department responsible for reviewing them according to relevant regulations. Each project management department should screen the submitted projects based on the notification requirements, with the principle that the proportion of young talents under 40 years old serving as project leaders and core members should not be less than 40%. Projects are organized through methods such as "challenge-based selection" and competitive excellence.
    1. Regarding the "Challenge and Leadership" projects. The project management departments should fully mobilize all kinds of innovation entities within their jurisdiction, such as enterprises, universities, and research institutes, to apply for the challenge in a targeted manner. There are no thresholds set for project applications, and they do not count towards the application quota. Project leaders and undertaking units are not subject to restrictions on ongoing projects (except for the leaders and corporate undertakers of "Challenge and Leadership" projects). However, the content of the application must be systematic and complete, covering all R&D contents and assessment indicators in the guideline direction. It is encouraged that the applying units integrate resources across regions, forming strong collaborations between leading enterprises and well-known domestic universities and institutes.
    2. Regarding competitive excellence projects. In principle, each prefecture-level city can recommend a maximum of 10 projects (including the application quotas of counties (cities) and districts); national high-tech zones ranked in the top 50 of the comprehensive evaluation results for 2024 announced by the Ministry of Industry and Information Technology (a total of 9) can each recommend up to 8 projects, while other high-tech zones and Changzhou Science and Education City can each recommend up to 5 projects; provincial relevant departments and units can each recommend up to 5 projects; and regular undergraduate institutions affiliated with ministries or provinces and research institutes affiliated with ministries can each recommend up to 5 projects. Each project management department must focus on the carbon peak and carbon neutrality goals and tasks in their respective regions, fields, and industries, and recommend projects that align with the positioning of the "dual carbon" special program based on merit.
    3. Regarding the funding method. In principle, the provincial allocation shall not exceed 50% of the total project budget, among which: for projects led by enterprises, the provincial allocation shall not exceed 30% of the total project budget. For "Challenge and Leadership" projects, the support amount per project in principle does not exceed 10 million yuan, and for competitive excellence projects, the support amount per project in principle does not exceed 5 million yuan. The implementation period of the project in principle does not exceed 3 years.
    III. Application Requirements
    1. Fully implement the scientific research integrity commitment system. Project leaders, project application units, and project supervisory departments must all sign a scientific research integrity commitment letter. The project application unit and individuals should have a good credit status, with no records of scientific research dishonesty during the punishment enforcement period or other serious social field dishonesty records. If the relevant responsible parties engage in plagiarism, falsification, infringement of others' intellectual property rights, or other dishonest behaviors during the project application and approval process, they will be dealt with according to the "Jiangsu Province Science and Technology Plan Project Credit Management Measures." Projects involving human subjects, experimental animals, artificial intelligence, and other activities listed under Article 2 of the "Science and Technology Ethics Review Measures (Trial)" (Guo Ke Fa Jian [2023] No. 167) shall undergo science and technology ethics review as required.
    2. Except for natural science fund projects, the same enterprise can only apply for one provincial science and technology plan project in the same year. Except for enterprises applying for "challenge list" projects, enterprises with ongoing projects under this plan are not allowed to apply for 2025 projects under this plan.
    3. Project leaders with ongoing provincial science and technology plan projects cannot lead the application for this year's provincial science and technology plan projects (except for "challenge list" projects). In the same year, the same project leader can only apply for one provincial science and technology plan project. The project leader must be an employed staff member of the project application unit (having signed a labor contract with the application unit) and ensure that the project tasks can be completed during their employment. Experts involved in the preparation of guidelines are not allowed to lead or participate in the application for this plan's projects.
    4. The same unit and associated units are not allowed to repeatedly apply for provincial science and technology plan projects with identical or similar R&D projects, nor can they simultaneously apply for projects from the Provincial Development and Reform Commission, the Provincial Department of Industry and Information Technology, and other departments. Any duplicate or simultaneous applications will result in the cancellation of qualification for approval.
    5. The applying entity must be an enterprise, public institution, or other research institution with independent legal person status registered in our province. Government agencies are not allowed to apply as the applying entity. The project applying entity must be the main body responsible for the construction and operation of the project. It is encouraged to jointly apply with research institutions and relevant enterprises. Projects applied by universities, research institutes, or specialized research institutes of the provincial industrial research institute must have a joint application with enterprises within the province, and these enterprises must substantially participate in the R&D work of the project. It is encouraged for the undertaking entities to increase their self-raised funds and provide a commitment letter for matching self-raised funds. The self-raised funds promised by the applying entity must be fully in place, and government funding cannot be used as a source of self-raised funds.
    6. The budget preparation for the project should be true and reasonable. It is encouraged for the project applying entities to lease or share specialized equipment. For projects that indeed need to use fiscal funds or state capital to purchase large scientific instruments, the applying entity should explain the necessity of purchasing such large scientific instruments and commit to complying with the requirements of duplication review, open sharing, and other relevant regulations.
    7. Strengthen the management of project performance evaluation. When preparing the project application, the applying entity should also fill out the "Performance Target Application Form for Provincial Carbon Peak and Carbon Neutrality Science and Technology Innovation Special Fund Project" (see Attachment 2) concurrently. This form will serve as an important consideration during the project approval review process and will be included in the contract signing, mid-term assessment, and final acceptance phases of the approved projects.
    8. The project must possess independent intellectual property rights, be high in technology content, strong in innovation, and good at driving industry development. It should have clear tasks for achievement transformation and industrialization goals, conform to the national and provincial industrial and technological policies, fall under the key areas and directions supported by this notice, and have significant expected economic, social, and carbon benefits.
    9. Strictly implement the responsibility for review and recommendation. The project application unit bears the legal entity's primary responsibility for the authenticity and legality of the application materials. It is strictly forbidden to engage in fraudulent practices such as falsely reporting projects, making fake capital contributions, fabricating facts, and packaging projects. The project management department should earnestly strengthen its responsibility for review and recommendation, strictly checking the authenticity of the content of the application materials, and work with the same-level social credit management department to review the social credit status of the project application unit. The Provincial Department of Science and Technology will conduct random checks on the review and recommendation situation of the project management department together with the resident discipline inspection and supervision group.
    10. Seriously implement the requirements for preventing and controlling integrity risks. Carefully implement the relevant requirements of the Party Leadership Group of the Provincial Department of Science and Technology regarding comprehensive strict governance over the entire provincial science and technology management system, strictly abide by the "Six Commitments" and "Eight Prohibitions," and resolutely control the key links and important positions' integrity risk prevention and control checkpoints. For projects obtained through solicitation behaviors such as "making connections" or "pulling strings," the qualification for project initiation will be revoked, all provincial funding will be reclaimed, and serious measures will be taken against the relevant responsible persons or units.
    IV. Other Matters
    1. Launch of the Jiangsu Digital Science Platform. The 2025 provincial science and technology plan project application and evaluation will be organized and implemented based on the newly built Jiangsu Digital Science Platform. According to the requirement of "one-network-for-all services" for government services, the Jiangsu Digital Science Platform uses the Su Fu Code account for login. Units and individuals without a Su Fu Code account need to register on the Jiangsu Government Service Network. When logging into the Jiangsu Digital Science Platform for the first time, institutional and individual users need to input their original account information from the Jiangsu Science and Technology Plan Management Information Platform for binding. After being approved by the competent authority or the affiliated unit, they can proceed with the project application; users without an original Jiangsu Science and Technology Plan Management Information Platform account do not need to bind.
    2. Implement paperless application. Application materials should be submitted on the Jiangsu Digital Science and Technology Platform (https://jsszkj.kxjst.jiangsu.gov.cn/js-home/home). No paper application materials will be provided during the application stage. The research integrity commitment letter of the project applying unit and the project leader, after being printed and scanned, should be uploaded as attachments. Other project-related attachment materials should also be uploaded as much as possible. The project management department shall consolidate the recommended project summary form (see Attachment 3 for details) and the research integrity commitment letter of the project management department (both in paper form, one original and one copy), affix the official seal, and then submit them to the Jiangsu Provincial Science and Technology Plan Project Acceptance Service Center.     3. The application materials filled out online serve as the basis for subsequent formal (credit) review and project evaluation. Once confirmed and submitted online by the competent authority, they cannot be withdrawn or resubmitted. The projects proposed to be established in 2025 will be publicly announced on the Jiangsu Digital Science and Technology Platform, and no separate notice will be given for projects that are not approved. For the projects that are officially approved this year, the project management department will notify the project undertaking units to submit paper application materials (one set). The paper application materials should be printed through the "Print Project Application Materials" function on the Jiangsu Province Science and Technology Plan Management Information Platform, and bound in the order of cover, unit information sheet, project information sheet, project application form, and relevant attachments (with a paper cover, flat binding). The content of the paper materials must be completely consistent with the online submission.
    4. The deadline for online submission of application materials for this year's projects is 5:30 PM on March 27, 2025. The deadline for online review and recommendation by the competent authority is 5:30 PM on March 28, 2025. The deadline for submitting the recommended project summary form and the research integrity commitment letter of the project management department is 5:30 PM on March 31, 2025. Applications received after these deadlines will not be accepted.
