Policy support: Khabarovsk, Russia, establishes a benchmark for the recycling packaging industry.
The Russian city of Khabarovsk's ASEZ is about to welcome a new member. A company named "Effective Technological Solutions" will settle in the Khabarovsk Advanced Special Economic Zone (ASEZ). In 2026, the company plans to open a workshop dedicated to producing plastic bags and packaging films from recycled materials, with an annual capacity of up to 600 tons, using pellets made from secondary raw materials as the basis for its products. As part of the agreement with the Far East and Arctic Development Company (FEDC), this project will invest 7.15 million rubles.
Vadim Valeyev, the general manager of Effective Technological Solutions, pointed out that packaging made from these recycled particles is widely used in various fields, from the pharmaceutical industry to electronics, and even in everyday life, although it is not used for direct food packaging.
Vladimir Valeyev said: "Currently, there is a growing demand for cost-effective packaging for non-food products. In the Khabarovsk Krai, this type of packaging has always relied on supplies from other regions, which incurs transportation, loading, and storage costs, ultimately passed on to product prices. If we can organize the production of bags and films locally, we can significantly reduce these costs. Moreover, being close to consumers in the region allows us to respond quickly to their needs and conduct regular small-batch deliveries. The market competition here is relatively less intense, and with the support policies from the state, we can efficiently organize production at the lowest cost in a short period."
The Khabarovsk Territory's Department of Economic Development has revealed that packaging for non-food products currently accounts for at least 30% of the total packaging products. Meanwhile, as trade models increasingly shift towards online, the consumption of standardized packaging to meet logistics needs is also continuously rising.
Currently, within the ASEZ institutional framework in the region, there is only one company producing disposable packaging. After the new production plant is built in Khabarovsk, it will not only meet the growing demand from local businesses for such products but also allow for the export of products to other regions of the country.
Irina Sherova, the head of KRDV in Khabarovsk, stated: "To promote the polyethylene recycling project, enterprises located in the ASEZ will enjoy generous tax incentives and administrative preferential policies. The ASEZ preferential system creates extremely favorable conditions for enterprises, helping them achieve profitability, solidify their position in the regional market, and achieve good development in the future. FEDC will also provide necessary support, offering a range of services to enterprises at all stages of investment projects."
After becoming a resident enterprise of ASEZ, you can enjoy a reduction in the insurance premium rate to 10% (for a period of 7.6 years), full exemption from property tax and profit tax for the first 5 years, as well as opportunities for support in land and infrastructure. You can apply for free customs zone procedures and enjoy other national support measures such as product and service promotion and legal protection.
