Mexico Makes Final Anti-Dumping Ruling on Chinese Footwear
On September 3, 2025, the Mexican Ministry of Economy announced a final anti-dumping ruling on footwear originating from China. A minimum price of USD 22.58 per pair was set for the products involved. For imports with prices below this minimum, an anti-dumping duty will be imposed on the difference, with a maximum duty amount specified for different exporters/producers as follows: 1. Zhejiang Bidibi Shoes Co. Ltd.: USD 0.54 per pair; 2. Putian Xinlong Footwear Co. Ltd.: USD 1.93 per pair; 3. Producers/exporters participating in the investigation but not subject to individual rates: USD 3.00 per pair; 4. Apache Footwear Limited: USD 4.69 per pair; 5. Taishan Dajiang Gongyi Yaxin Shoes Factory and its exporters: USD 22.50 per pair. For products with import prices equal to or above USD 22.58 per pair, no anti-dumping duty will be applied. On April 26, 2024, the Mexican Ministry of Economy initiated a self-initiated anti-dumping investigation on footwear originating from China. The dumping investigation period is from October 1, 2022, to September 30, 2023, and the injury investigation period is from October 1, 2020, to September 30, 2023. On September 30, 2024, Mexico made a preliminary affirmative determination in the case, provisionally ruling to impose a temporary anti-dumping duty of 12.13% to 17.99% on the involved enterprises. These measures will take effect the day following the announcement and will be valid for four months.
