Japan Major Oil And Chemical Base Industry Chain Diagram
Along the industrial belt on the coast of Tokyo Bay, the petrochemical complexes that bring together Japan's top petroleum and chemical industry enterprises were once a proud symbol of Japanese manufacturing, bearing witness to the petrochemical industry’s journey from postwar recovery to global leadership.
In July 2025, however, the latest data released by the Japan Petrochemical Association (JPCA) revealed the grim situation of Japan's petrochemical industry: the average operating rate of Japan's naphtha cracking units in June fell to 75%, setting a record low since statistics began, continuing to decline from 76.1% in May; during the same period, ethylene production decreased significantly by 14% month-on-month to 358,300 tons. This series of data not only refreshed the previous record low of 75.1% in March 2025 but also marked that Japan's petrochemical industry has fallen into a prolonged winter, facing unprecedented challenges.
The map below, released by the Japan Petrochemical Industry Association, shows the distribution of major petrochemical and chemical industrial parks in Japan. It can be seen from the map that these parks are mainly concentrated along the Pacific coast in the southeast and the Seto Inland Sea coast, gathering Japan's top leading petrochemical and chemical industry enterprises.

The ethylene production capacities of major petroleum and chemical industrial parks are shown in the figure below. Due to earlier development, the ethylene production scale is mainly concentrated between 300,000 and 700,000 tons per year.
