Eurasian Economic Union Imposes Five-Year Anti-Dumping Tariff on China-Made Titanium Dioxide
Recently, the Eurasian Economic CommissionThe Internal Market Protection Department has issued Announcement No. 2025/454/AD38, based on Decision No. 96 of the Eurasian Economic Commission dated October 14, 2025.Titanium dioxide originating from ChinaTitanium dioxideImposition of a five-year anti-dumping dutyThe specific details are as follows: LB Group Co., Ltd., Henan Billions Advanced Material Co., Ltd., LB Lufeng Titanium Industry Co., Ltd., LB Sichuan Titanium Industry Co., Ltd., and LB Xiangyang Titanium Industry Co., Ltd. account for 14.27%, while Shandong Dawn Titanium Industry Co., Ltd. and other Chinese producers account for 16.25%. Meanwhile, the Eurasian Economic Commission has approved the price commitments proposed by the aforementioned six companies, and no anti-dumping duties will be imposed on Chinese companies that comply with the price commitments.

The product involved is pigment with a dry weight of titanium dioxide equal to or greater than 80%, under the Eurasian Economic Union tariff code 3206110000, excluding titanium dioxide used for the production of fragrances, cosmetics, pharmaceuticals, and food. The measures will take effect 30 calendar days after the announcement is published.
On August 17, 2023, the Eurasian Economic Commission initiated an anti-dumping investigation on titanium dioxide originating from China. On August 16, 2024, the Department of Internal Market Protection of the Eurasian Economic Union released the final anti-dumping disclosure on titanium dioxide originating from China (refer to announcement No. 2024/411/AD38), ruling that the products involved were being dumped, which caused substantial damage to the relevant industries of the Eurasian Economic Union. Therefore, it is recommended to impose an anti-dumping duty on Chinese producers/exporters for a period of five years.
