Brazil Issues Preliminary Anti-Dumping Ruling on Polyethylene Resin From United States (US) and Canada
According to the China Trade Remedy Information Website, on August 21, 2025, the Foreign Trade Secretariat of the Ministry of Development, Industry, Trade and Services of Brazil (Ministério do Desenvolvimento, Indústria, Comércio e Serviços / Secretaria de Comércio Exterior) issued Announcement No. 65 of 2025, making a preliminary affirmative determination of anti-dumping measures on polyethylene resins (Portuguese: resinas de polietileno) originating from the United States and Canada. It is recommended to impose provisional anti-dumping duties on the involved products from the above countries for a period of six months, as follows: USD 199.04 per ton for the United States and USD 238.49 per ton for Canada. Meanwhile, the deadline for the final determination of this case is extended to within 18 months from the date of initiation. The Mercosur tariff codes for the involved products are 3901.10.30, 3901.20.29, and 3901.40.00.
On November 14, 2024, the Foreign Trade Secretariat of the Brazilian Ministry of Development, Industry, Trade and Services issued Announcement No. 63/2024, launching an anti-dumping investigation on polyethylene resin originating from the United States and Canada, following an application submitted by the domestic company Braskem S.A. on July 31, 2024. The period of investigation for dumping is from April 1, 2023 to March 31, 2024, and the period of injury investigation is from April 1, 2019 to March 31, 2024. The announcement takes effect from the date of its publication.
