Us initiates fourth sunset review investigation on anti-dumping and countervailing duties for carbazole violet pigments

On May 1, 2026, the U.S. Department of Commerce announced the initiation of the fourth sunset review investigation for anti-dumping duties on Carbazole Violet Pigment 23 imported from India and China, as well as the initiation of the fourth sunset review investigation for countervailing duties on the products imported from India. Meanwhile, the U.S. International Trade Commission (ITC) has launched a fourth sunset review industry injury investigation regarding the aforementioned products, examining whether the removal of current anti-dumping and countervailing measures would likely result in substantial injury to the U.S. domestic industry within a reasonably foreseeable period. Interested parties must register to participate in the investigation with the U.S. Department of Commerce within 10 days from the date of this announcement. Interested parties must submit their responses to the U.S. International Trade Commission by June 1, 2026, and no later than July 13, 2026, provide comments on the adequacy of the responses submitted regarding the case.

On December 19, 2003, the U.S. Department of Commerce initiated an antidumping investigation on carbazole violet pigment originating in China, and initiated antidumping and countervailing duty investigations on carbazole violet pigment originating in India. On December 29, 2004, the United States formally imposed antidumping duties on carbazole violet pigment from India and China, and imposed countervailing duties on the subject products imported from India. Thereafter, the United States conducted three sunset reviews of this case and made affirmative final determinations, respectively on May 27, 2010, November 17, 2015, and June 15, 2021, extending the validity of the antidumping duties three times.
