Iran conflict pushes Japan into “naphtha crisis”

Several media outlets recently reported that the fighting in Iran has disrupted shipping through the Strait of Hormuz, leaving Japan, which is highly dependent on imported energy, troubled by shortages of naphtha, a petroleum derivative.

According to the British newspaper The Guardian, industries in Japan such as construction, dry cleaning, food processing, and paint production have felt the impact of the naphtha shortage. A poll conducted by Kyodo News on the 17th showed that over 70% of respondents are concerned about the naphtha supply issue. Additionally, Japan's NHK reported on the 18th that the naphtha shortage is manifesting in various forms in Japan, from relaxing regulations on garbage bag usage to redesigning food packaging.

On May 12, Japanese snack maker Calbee announced that, starting on the 25th, it would change the packaging of 14 popular potato chip products from color to black and white until the ink shortage eases. Another food manufacturer, Kewpie, also changed the packaging of its ketchup products, deciding to use transparent backgrounds and reduce the tomato imagery on the packaging.

Japan’s Toyobo Co. President Ikuo Takeuchi recently said that a shortage of naphtha has made it impossible for the company to estimate its earnings for fiscal 2026. He said, “Since the end of March, we have seen various impacts, including on procurement. We should be able to make it through June, but the outlook after July is uncertain.”

Macron launches a new plastic recycling initiative.

French President Emmanuel Macron wants France to catch up in plastic recycling, as the country currently has to pay huge taxes on waste packaging that ultimately becomes rubbish and is either landfilled or incinerated. Speaking yesterday at a circular economy event in Paris, Macron said: “We need to explain clearly to the public that we pay the European Union €1.5 billion every year because we have failed to meet the commitments we set for ourselves.” The levy, introduced in 2021, is a “own resources” mechanism whose proceeds go into the EU budget. Under the rules, member states must pay €0.80 to the EU for every kilogram of plastic packaging sold that is not recycled.

Macron has asked his government to step up efforts through “concrete measures” to achieve the 2030 recycling target. By then, 55% of plastic packaging must be recycled. France is considering two main strategies: first, improving the collection system to recycle an additional 225,000 tons of plastic per year; and second, promoting reuse.
