The history of water meters is neither long nor short, spanning several hundred years. In modern Chinese life, water meters are legal measuring instruments closely related to everyone. The production volume of water meters in China is comparable to that of rare earths in terms of total output percentage. Such a large output is due to the immense demand, which has arisen in a very short time following the reform and opening-up, inevitably leading to many substandard water meters flooding the market. There is a saying that existence is reasonable; the fact that counterfeit smart water meters can enter the market and even gain an advantage over branded smart water meters is naturally justifiable.
What is the rationale behind this? Firstly, the lack of effective supervision over water meter quality is a significant issue. In Europe and America, the regulation of products that directly contact ordinary citizens is almost harsh and severe. For example, in 1998, European import standards for poultry products from China regarding a certain residue caused China to lose billions of dollars. Chinese experts expressed great indignation at this, as China’s poultry products are exported to Central Europe and some Western European countries, and the increase in residue standards can only improve safety probabilities by one in a billion, far exceeding the total population of Europe fifteen years later. In contrast, in China, there is a lack of strong regulation regarding issues that concern people's livelihoods. Take the example of the polio vaccine administered in 1988 in Wanghua District, Fushun City; over 800 children injected in the area managed by Fushun Second Hospital experienced varying degrees of adverse reactions, with more than sixty resulting in lifelong disabilities. Yet, 25 years later, none of the main responsible persons faced any repercussions. To this day, the cause of the vaccine contamination remains unresolved. With such regulation, it is natural that substandard water meters have a breeding ground.
Secondly, the installation units are irresponsible for the quality of water meters. When foreigners who admire Chinese culture climb the Great Wall, they marvel at the serious attitude of the Chinese towards construction. However, when we Chinese walk on the Great Wall ourselves, we seldom think about the shoddy construction we live in today. This shoddy construction also includes those counterfeit smart water meters. The construction industry has been established as a pillar industry of the nation, with numerous construction companies and engineering teams launching projects without experience or qualifications, often cutting costs wherever possible, especially regarding water meters, which are rarely emphasized during quality inspections. They are determined to save money, and counterfeit smart water meters precisely meet this demand.
Lastly, the lack of knowledge among consumers and low demands regarding water meter quality have also contributed to the prevalence of counterfeit water meters in today's market. The increase in water fees and the introduction of tiered water pricing lead many consumers to accept inaccurate water meter measurements while tolerating constant dripping, as this meets their daily water needs without incurring water charges. However, few consumers realize that this behavior is counterproductive. Firstly, inadequate cleanliness of tap water pipelines results in slow water flow during drips, increasing rusting within the pipes and providing a conducive environment for viruses and bacteria. The contamination level of tap water dripping from the pipeline is significantly higher than when the flow rate is larger. Due to this lack of relevant knowledge, the end users of water meter services can easily turn a blind eye to the quality of the water meters.
For the reasons mentioned above, counterfeit water meters have occupied a vast market that rightfully belongs to smart water meters, adversely affecting people's lives and social development.
